The Department of Veterans Affairs’ Veterans Health Administration, Office of Research and Development, Regional Procurement Office East in Pittsburgh, PA, plans to negotiate a sole source contract with Qiagen, LLC for digital PCR (dPCR) assay design services, including synthesis and wet lab validation of primer sets for analyzing short copy number variants (CNVs). This procurement is justified under FAR 6.302-1 because Qiagen is identified as the only responsible source able to meet the government’s large-scale testing requirements. The government asserts that alternative testing methods, such as microarray testing, do not satisfy budgetary or project scale needs. The contract supports essential research development activities to advance CNV analysis capabilities specific to the Veterans Health Administration’s research priorities. Although this is not a competitive solicitation, the notice invites any other concerned parties who believe they can fulfill the requirements to submit capability statements and supporting documentation by the specified deadline of March 17, 2022. Responses must be sent via email to the designated contract specialist, Anthony LeAnder. The final decision to proceed without competition rests with the agency. The contract’s performance location is in Pittsburgh, PA, managed through the Department of Veterans Affairs’ RPO East office.
