Environment and Climate Change Canada is seeking qualified offerors to perform the analysis of radioisotopes in sediment cores collected from the Great Lakes, with the work scheduled to begin upon contract award and continue through March 31, 2027, with an irrevocable option to extend the contract for up to three additional one-year periods through March 31, 2030. The primary tasks include the analysis of lead-210, radium-226, and cesium-137 in 90 sediment core samples, the construction of a valid chronological model based on the resulting data, and supplementary measurements of beryllium-7, potassium-40, and uranium-238. Additionally, loss-on-ignition analysis will be conducted on 510 samples. All deliverables, including analytical results, core chronology data, quality assurance and quality control records, and interpretive reports, must be submitted in electronic format and are subject to review and approval by the Project Authority. ECCC will provide frozen wet sediment samples to the contractor, bearing all associated shipping costs. The contract requires strict adherence to the Basis of Payment outlined in the annexes, with invoices submitted per delivery, in electronic form, and detailing all expenditures exclusive of taxes, supported by release documentation. Payment for undisputed invoices will be made within 30 days of receipt in acceptable form. The evaluation and award will be based on a combined rating of technical merit (weighted at 70%) and price (weighted at 30%), with a mandatory minimum technical score of 14 out of 20 required for compliance. Offers must comply with all solicitation requirements, including submission of the Offer Submission Form, Offeror Declaration Form, and certification of compliance with Canada's Code of Conduct for Procurement. Offerors must hold a valid Procurement Business Number and must affirm that the work is not produced using forced labor.
