AI Contract Overview
The Defense Counterintelligence and Security Agency (DCSA) is seeking information from small businesses, including Small Disadvantaged Businesses, Certified 8(a), Service-Disabled Veteran-Owned Small Businesses, and Woman Owned Small Businesses, to assess the availability of a commercial business analytical capability that can integrate diverse data sources—such as news, market research, financial disclosures, supply chain information, corporate structures, litigation records, and industry trends—to identify risks, ownership patterns, leadership networks, interlocking corporate relationships, merger and acquisition activity, and financial viability for both domestic and international companies. This capability is intended to support national security objectives by enabling analysts within DCSA’s Entity Vetting and Counterintelligence Directorates to link disparate data points through a unified platform, with the goal of enhancing situational awareness of global commercial and financial threats. The anticipated platform must be ISO 9001 certified, ensure that all searched information is not retained or accessible to third parties, and require that all personnel supporting the effort be U.S. citizens. The requirement follows a prior sole-source acquisition from Bloomberg L.P., with a desired start date of September 29, 2026, and the capability will be accessed from U.S. government systems within the continental United States. Responses are limited to small businesses under NAICS code 519290 with a size standard of $30 million in annual revenue, and vendors are encouraged to detail any proposed subcontracting or partnering arrangements to demonstrate capability fulfillment. Interested parties must submit a brief five-page capabilities statement including business name, address, representative details, small business certification status, CAGE and UEI codes, and any available government contract vehicles such as ENCORE III, OASIS, VETS, or FSS. Submissions are due no later than June 3, 2026, at 2:00 PM EDT via email to the designated contracting specialists, with no obligation on the part of the government to award a contract based on this sources-sought announcement.
