Financial Analytics Database Subscription

The U.S. Consumer Product Safety Commission is soliciting quotes for a firm-fixed-price subscription to a financial analytics database to support economic analysis in support of product safety regulations. The service requires unlimited web-based access for three CPSC staff members, including account activation within five business days of award, user training via webinar within ten business days, and monthly usage reports upon request. The subscription term is twelve months, with no automatic renewals, and all pricing must remain valid through September 30, 2026. Award is contingent upon agency funding and will follow a lowest price technically acceptable (LPTA) approach, meaning the lowest-priced offeror whose submission meets all minimum essential requirements outlined in the Statement of Work will be selected. Technical acceptability is evaluated on a pass/fail basis, with price being the determining factor among technically acceptable offers. The contract is issued as a Request for Quotation under Subpart 12.6 and applies commercial item clauses from FAR 52.212-1, 52.212-3, and 52.212-4, requiring offerors to include their Taxpayer Identification Number, CAGE code, Unique Entity ID, and point of contact information. A valid SAM.gov registration is mandatory for submission and award, and offerors must submit the appropriate representations and certifications under FAR 52.212-3, with only paragraph (b) required if SAM is current. Performance occurs at CPSC facilities in Bethesda, Maryland, with small items delivered to the Mail Room in Room 410 and large items coordinated through the loading dock. All deliveries must bear the Purchase Order Number and include a packing slip. Payment will be processed electronically via the Invoice Processing Platform (IPP), and Wide Area Workflow is not permitted. The contractor must comply with stringent security requirements including PIV authentication, NIST Secure Software Development Framework, OMB M-22-18 compliance with a Software Bill of Materials, adherence to the Privacy Act, and immediate reporting of any security incident or data breach. All subcontractors must flow down the same obligations, and no contract personnel may use personally owned devices to access or store government data except through approved virtual desktop infrastructure.
