The Angwin Emergency Evacuation Route project, managed by the Napa County Fire Administration with the Napa Communities Firewise Foundation as the implementing entity, focuses on maintaining and enhancing the fire readiness of Deer Park Road and Howell Mountain Road. These roads serve as the primary access and escape routes for the Angwin community during wildfires. The scope of work includes road maintenance through the operation, repair, and minor alteration of existing structures, as well as vegetation treatment to reduce fire hazards, provide ecological restoration, and improve emergency personnel access. The project is categorized under California Environmental Quality Act exemptions for road maintenance and minor land alterations, with work performed using hand tools or limited mechanical means in accordance with the California Forest Practice Rules 2025. Key operational requirements include the retention of a Registered Professional Forester to provide professional advice on forest resource protection. Strict fire prevention measures are mandated, including the use of approved spark arrestors on mechanized tools, the presence of a firebox with specific tools for every crew member, and a total ban on equipment operation during NWS red flag warnings. Environmental protections are integrated through the establishment of equipment limitation zones near intermittent creeks and a 30 foot no disturbance buffer around active wildlife nests. Additionally, any prescribed burning requires permits from CALFIRE, the local fire district, and BAAQMD, and must be overseen by a designated burn boss.
