Annual Inspection of Fire Doors and Quarterly Penetration Inspection of Fire and Smoke Barriers

This contract requires the annual inspection of swinging fire door assemblies and quarterly penetration inspections of fire and smoke barriers at Building 1 Main Hospital and Building 17 Community Living Center in Wilmington, Delaware, under the Department of Veterans Affairs’ Network Contracting Office 4. The work must be performed in strict compliance with NFPA 101, NFPA 80, and ASTM-E814 standards, using life safety drawings dated December 10, 2025, as the reference basis. Deliverables include quarterly reports with before-and-after photos of deficiencies and corrections submitted within seven calendar days of inspection, and annual inspection binders containing completed forms and estimated repair costs delivered within 14 days. The vendor must hold a valid Fire Door Inspection certification and be a certified Service-Disabled Veteran-Owned Small Business registered in the VetCert database, with a SAM Unique Entity Identifier and CAGE code. The acquisition is a full SDVOSB set-aside with strict limitations on subcontracting: no more than 85% of contract value, excluding materials, may be paid to non-SDVOSB firms. The contract implements firm-fixed pricing and includes options for extension through June 30, 2031, with possible 6-month extensions if properly noticed.
