Annual Renewal Of Qualified Bidders List Per California Uniform Public Construction Cost Accounting Act (CUPCCAA)

The City of Benicia (City) is a general law city located in Solano County. The City of Benicia has a population of approximately 26,000 and a land coverage of 13 square miles. The City is a "full-service city" and provides a wide range of services. In 2003, the City amended Ordinance No. 03-5 establishing the California Uniform Public Construction Cost Accounting Act (CUPCCAA) and Informal Bidding Procedures as administered under the State Controller's Office. The Informal Bidding Procedures allow the City to create a list of qualified bidders by January 1st of each year for public projects. Contractors wishing to be added to, dropped from, and/or update information to the City's current qualified bidders' list need to complete the Vendor Questionnaire. Contractors that have registered on the City's Informal Bidders' List will be notified of City public projects valued at less than $220,000. Project notification will include a general project description, location where to obtain more detailed information, and the time and place of bid submission at least fourteen (10) calendar days in advance of the submission deadline and bid opening. Contractors who are interested in being on the City's Informal Bidders' List are required to have a current license, to be listed with the Department of Industrial Relations (DIR) in accordance with Senate Bill 854, and subject to verification through the Contractors State Licensing Board and DIR.
