 Naval Air Systems Command (NAVAIR), NAS Patuxent River, MD, intends to negotiate and award a modification to Delivery Order (DO) N00019-21-F-0804 under the Raytheon Corporate Basic Ordering Agreement (BOA) N00019-20-G-0007 or the Raytheon Corporate Follow-on BOA on a sole source basis to Raytheon. 


This modification is the continuing required effort to repair Weapons Replaceable Assemblies (WRAs) identified as nonfunctioning following baseline testing during Engineering Change Proposal (ECP) 6279’s upgrade.  The scope of this effort will also include configuration upgrades.


The Government intends to solicit and negotiate with only one source under the authority of 10 U.S.C. 2304(C)(1) and FAR 6.302-1, “Only one Responsible Source and No Other Type of Supplies or Services will Satisfy Agency Requirements” for the proposed action.


Raytheon is the designer, developer, manufacturer, and Depot for the APG-79 radar systems.  They are the sole owner of drawings required to repair APG-79 equipment. Repairs are required prior to equipment modification through ECP 6279. Therefore, the Raytheon Company is the only contractor with the requisite knowledge, experience, and technical data that can meet the Government’s requirements on a timely basis and in a cost-effective manner.


The Government has deemed the requirements listed above for the continued development or production of a major system, or highly specialized equipment, including major components thereof, to be available only through the original source, and has determined that award to any other source would result in substantial duplication of cost to the Government that is not expected to be recovered through competition.

No contract will be awarded on the basis of offers received in response to this notice.
