AI Contract Overview

The contract concerns the application of signal performance measures for the Metro A-Line traffic signal network in Pasadena, California. The Metro A-Line operates on its dedicated right-of-way with at-grade crossings at key east-west arterials—Glenarm Street, California, and Del Mar Boulevards—within a perimeter defined by 18 signalized intersections. These intersections span major streets such as Arroyo Parkway, Raymond Avenue, Marengo Avenue, Fair Oaks Avenue, and Glenarm Street. Safety at these rail crossings is ensured through features like full quad-gates, pedestrian rail gates, beacons, and appropriate street markings in compliance with CPUC and MUTCD requirements. The traffic signal network is managed through two Advanced Traffic Management Systems (ATMS): Transparity (Swarco/McCain) and SCATS (Transcore), which coordinate intersection operation and control within the A-Line’s network. Additionally, a third-party RIO-TECH module provides real-time rail data at four intersections, data that the City collects at its Traffic Management Center but which currently does not impact signal control or timing. The solicitation, issued by the Transportation Department of Pasadena, is seeking proposals related to improving or analyzing signal performance measures, with a deadline for responses by April 30, 2026. The project managers listed as primary contacts are Victor Koo and Antonio Watson.

The Metro A-Line is one of the many countywide metropolitan light rail lines operated by the Los Angeles County Metropolitan Transportation Authority (Metro). In Pasadena, the Metro A-Line operation runs within its own right-of-way that includes at-grade crossings at three main east/west arterials. These arterials are Glenarm St, California and Del Mar Blvds. The Metro A-Line traffic signal network perimeter is defined by 18 signalized intersections as follows: Arroyo Pkwy @ Del Mar, @Belleview St, @California and @Fillmore Raymond Ave @ Del Mar, @California, @Fillmore and @Pico St. Marengo Ave @ Del Mar, @California Fair Oaks Ave @ Del Mar, @ Belleview St, @California, @Fillmore and @Bellefontaine Glenarm St @ Fair Oaks Ave, @Raymond Ave and @Marengo Ave The at-grade rail crossings safety elements include full quad-gates, pedestrian rail gates, beacons, and all required street markings as required by the CPUC and MUTCD. DOT runs two ATMSs, Transparity (Swarco/McCain) and SCATS (Distributed by Transcore) Citywide. These two systems provide intersection operation and control within the A-Line traffic signal network. In addition, a third-party module/firmware by RIO-TECH provides real-time rail data at 4 intersections, which the City retrieves at the City's TMC. The rail data does not influence the traffic signal controller or signal timing at these locations.
