Sourcewell, a Minnesota local government unit and service cooperative, has established an Indefinite Delivery, Indefinite Quantity (IDIQ) Master Agreement with Landscape Structures Inc. for the procurement of playground, water play, aquatic equipment, site amenities, and outdoor fitness equipment, including related accessories and services. This cooperative purchasing solution is designed for use by thousands of governmental, educational, nonprofit, and tribal agencies across the United States and Canada. The contract is effective for a four-year term ending December 17, 2029, with the possibility of extensions up to a total of seven years. Under the agreement, participating agencies receive a 6% discount on single equipment orders up to $80,000, with an additional 2% volume discount for orders exceeding that amount, totaling an 8% discount. Mechanical systems and design services provided by Aquatix are priced separately on a line-item basis. The supplier is responsible for delivering turn-key solutions that comply with rigorous safety and quality standards, including ASTM F1487, CAN/CSA Z614, and CPSIA. The contract mandates strict adherence to federal and state regulations, including the Buy American Act, the Davis-Bacon Act for construction labor, and EPA recovered materials guidelines. Landscape Structures Inc. is required to provide quarterly transaction reporting and pay a percentage-based administrative fee to Sourcewell. Award selection was based on a best-value trade-off methodology, prioritizing pricing, the depth and breadth of solutions, and the ability to deliver across a broad geographic area.
