The U.S. Department of Energy’s Energy Information Administration plans to award a sole source contract to Environmental Systems Research Institute, Inc. (ESRI) for providing ArcGIS Server Standard Hosting services and an ArcGIS Enterprise Developer Network License. This contract will span six months initially, with five additional six-month option periods, and is intended to support the public viewing of interactive energy-themed maps and provide a developmental server environment. The use of ESRI's ArcGIS technology is essential as it is uniquely capable of fulfilling the EIA’s critical web mapping requirements, offering a comprehensive, flexible, scalable, and fully integrated solution compatible with existing desktop mapping tools. The contract will be awarded under a sole source justification as permitted by the Federal Acquisition Regulation, with no competing solicitation available. This notice serves as an intent to award rather than a request for proposals, although interested parties may submit capability statements and pricing within seven days for the government's consideration. Any decision to open the requirement for competition will be at the government's discretion, with the received information typically used only to determine whether competition is warranted. This ensures continuity and specialized service from the incumbent provider, ESRI, given the unique nature and critical integration requirements of their software solution.
