Solicitation # 2026-041
The New Hampshire Department of Transportation Bureau of Turnpikes is soliciting proposals under solicitation DoIT 2026-041 for a new E-ZPass Back Office System (BOS). This firm-fixed-price contract seeks a vendor to design, implement, transition, and operate a modern BOS, Call Center, and Walk-In-Centers using a Software as a Service (SaaS) and Infrastructure as a Service (IaaS) model. The scope includes managing electronic tolling revenue collection, invoice and violation processing, and the integration of AI and a redesigned website. The project timeline mandates that design, development, and implementation be completed by June 30, 2030, with a Go-Live date of July 1, 2030. The initial operation and maintenance period runs through June 30, 2035, with the state holding an option for three additional three-year extensions. The selected vendor must adhere to rigorous technical and security standards, including multiple NIST frameworks for cybersecurity, Zero Trust Architecture, and PII privacy protection. System acceptance is phased, requiring successful completion of User Acceptance Testing (UAT) and Operational Acceptance Testing (OAT), with all high-severity issues resolved prior to final acceptance. Proposals are due by January 15, 2027, and will be evaluated on a 200-point scale, with significant weight placed on product demonstrations. The contract is governed by the P-37 State of New Hampshire General Provisions and is subject to the exclusive jurisdiction of the Merrimack County Superior Court.

The National Cancer Institute plans to award a non-severable, firm fixed price contract to the Baylor Research Institute for subject selection and statistical analyses. The project focuses on the role of TGF-beta1 and VEGF in relation to calcineurin inhibitor use and the subsequent development of cancer among solid organ transplant recipients. This research involves a nested case-control study of adult liver transplant recipients, comparing those who developed specific cancers against cancer-free controls in a 3:1 ratio. This acquisition is being processed as a sole source procurement because the Baylor University Medical Center is the sole custodian of the necessary cohort data. The contract has a period of performance of two years and falls under NAICS code 518210. While intended as a sole source award, the government allowed for the submission of capability statements from other interested parties by June 29, 2012, to determine if competition was warranted.

Contracting Office Address Department of Health and Human Services, National Institutes of Health, National Cancer Institute, Office of Acquisitions, 6120 Executive Boulevard, EPS Suite 600, Room 6068, Rockville, MD 20852, UNITED STATES. Description The National Cancer Institute (NCI), (DCEG) plans to procure on a sole source basis with Baylor Research Institute 3310 Live Oak STE 501, Dallas, TX 75204, for subject selection and statistical analyses for Role of TGF-beta1 and VEGF related to calcineurin Inhibitor use in the development of cancer among solid organ transplant recipients. This acquisition will be processed in accordance with simplified acquisition procedures as stated in FAR Part 13.106-1(b)(1). Only one award will be made as a result of this solicitation. This will be awarded as a firm fixed price type contract. The North American Industry Classification System code is 518210 and the business size standard is $25M. Period of performance is for two years. The contract is non-severable. It has been determined that there is no opportunity to acquire green products or services under this contract. Solid organ transplantation is associated with an elevated risk of certain malignancies, which may arise partly due to effects of immunosuppressive medications used to prevent rejection of the transplanted organ. Calcineurin inhibitors (CNIs) are a widely used class of immunosuppressive medication. The National Cancer Institute (NCI) is conducting a nested case-control study of cancer among a cohort of adult liver transplant recipients followed at Baylor University Medical Center in Dallas, Texas. Cases will be recipients who developed non-melanoma skin cancer, melanoma, renal cell carcinoma, lung cancer, or colorectal cancer. Cancer-free controls will be selected in a 3:1 ratio from the same cohort. NCI investigators will measure serum levels of TGF-beta1 and VEGF using samples obtained at least 6 months prior to cancer diagnosis in cases and samples from controls. The Baylor University Medical Center is the only custodian of the liver recipient cohort data that IIB requires for their study. Therefore only Baylor Research Institute can perform these services. This is not a solicitation for competitive quotations. However, if any interested party believes they can meet the above requirement, they may submit a statement of capabilities. All information furnished must be in writing and must contain sufficient detail to allow the NCI to determine if it can meet the above unique specifications described herein. An original and one copy of the capability statement must be received in the NCI Office of Acquisitions on or before 11:00 AM EST on June 29, 2012. No electronic capability statements will be accepted (i.e. email or fax), an original and one copy must be sent to the NCI Office of Acquisitions at the address stated above. All questions must be in writing and can be faxed +1 (555) 000-0000 or emailed to Erin Breedlove, Contract Specialist at contact@example.gov. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. In order to receive an award, contractors must have valid registration and certification in the Central Contractor Registration (CCR) www.ccr.gov and the Online Representations and Certifications Applications (ORCA), http://orca.bpn.gov.
