RFI - FEMA - Supply Chain Management System (SCMS)
Solicitation # 70FA3127I00000001
The Department of Homeland Security, through FEMA's Logistics Management Directorate, is conducting market research via a Request for Information to identify cloud-based Software-as-a-Service solutions for the transition, implementation, operation, maintenance, and modernization of the Supply Chain Management System. The system is designed to support disaster logistics operations, including warehouse and transportation operations, inventory management, in-transit visibility, point-of-distribution support, and financial reconciliation. The scope encompasses recurring SaaS licensing, cybersecurity and system authorization support, and optional surge capacity to handle disaster-response requirements. Technical requirements include FedRAMP High certification, compliance with DHS Enterprise Architecture, and adherence to Section 508 accessibility standards. The anticipated period of performance consists of one 12-month base period with four 12-month option periods. While most work will be performed at the contractor's site, some activities may occur at FEMA Headquarters in Washington, D.C., or facilities in Virginia. This RFI is for planning purposes and is not a formal solicitation; however, interested parties must submit a narrative response, a Vendor Streamlined Profile Matrix, and a Targeted Market Research Questionnaire by January 4, 2027. The Florida Department of Financial Services, Office of Information Technology, intends to enter into a single-source contract with Environmental Systems Research Institute, Inc. (ESRI) for the procurement of ArcGIS software licenses, support, maintenance, and webhosting. The total estimated value of this non-competitive award is $58,645.00. This procurement is justified under Florida Statutes, specifically Chapter 120.57(3), as the required ArcGIS capabilities are proprietary to ESRI and no other vendor can provide a comparable product that integrates with the agency's existing workflows. The scope of work focuses on supporting the Division of State Fire Marshal’s Mine Activity Clearinghouse and the Florida Fire Incident Reporting System. Key deliverables include the automated conversion of form data into geospatial layers, real-time updates to public maps, and the use of tools such as Survey123, ArcGIS Online, and Hub Premium to provide public-facing dashboards and visualization tools. The contract ensures that non-technical users can manage interactive maps and incident data independently. The notice of intended award was posted on August 22, 2025, with a protest deadline of August 27, 2025.

Mediation Services to Address Workload Increases Resulting from Natural and other Disasters
Solicitation # 2627-01 RFI CS
The Florida Department of Financial Services, Division of Consumer Services, has issued Request for Information 2627-01 RFI CS to explore the feasibility of engaging a vendor to maintain a pool of qualified professional mediators. This initiative aims to augment the capacity of the non-adversarial mediation program to ensure the fair and timely handling of insurance claims disputes arising from hurricanes, natural disasters, or other significant workload increases. The program covers residential, commercial residential, auto, and continuing care retirement community disputes in accordance with specific Florida Statutes and Administrative Codes. Notably, no state funds will be used for this augmented capacity, as all costs are intended to be paid on a per-case basis by the insurance companies. This process is strictly for market research and fact-finding purposes; it is not a competitive bid or request for proposal, and no contract will be awarded based on the submissions. The Department is seeking information regarding proposed service delivery methods, the capacity of vendor mediator pools, and estimated costs for budgetary purposes. Interested vendors must submit their responses electronically to the Procurement Officer by November 12, 2026, following an extension provided in Addendum No. 1. Submissions must be organized into specific tabbed sections for introduction and requested information, and any proprietary data must be clearly marked as a trade secret with a corresponding redacted copy provided.
