Architect-Engineer (A-E) Flood Control Engineering Services – Task Order Contracts

The County of Orange, through its Public Works Department and the Orange County Flood Control District, is soliciting qualifications to establish a Qualified Vendor List for on-call Architect-Engineer services under a three-year indefinite-delivery/indefinite-quantity (IDIQ) task order contract. The scope encompasses a broad range of flood control engineering services including preliminary and final design for channels, levees, bridges, and drainage systems; preparation of Plans, Specifications and Estimates; hydrologic and hydraulic modeling using HEC-RAS and HEC-1; floodplain mapping and levee certification; dam inundation studies; corrosion protection design; utility relocation coordination; and rights-of-way services. All work must comply with the Orange County Flood Control Design Manual, U.S. Army Corps of Engineers standards, AASHTO guidelines, and the County’s Architect-Engineer Guide (Rev July 2018), with any deviations requiring prior written approval. Proposals must be submitted electronically via the County’s eProcurement Portal no later than August 13, 2026, and are limited to 25 single-sided pages for the Statement of Qualifications, with no exceptions. Evaluation is based primarily on qualification and related experience using a best-value trade-off approach, not on price, and awards will be made to firms demonstrating superior technical capability and past performance. Selected vendors will be activated on an as-needed basis for specific tasks with contract performance extending up to one calendar year per task order. All contractors must provide a valid Unique Entity Identifier and submit a completed IRS Form W-9 within ten days of award. Insurance requirements are stringent, including coverage issued by A.M. Best A-rated carriers in Financial Size Category VIII or higher, with waiver of subrogation against the County and no self-insured retention exceeding $50,000 without prior approval. Subcontracting is capped at 49% of the total contract value, and any substitution of key personnel or subcontractors requires written County approval. Conflicts of interest must be fully disclosed, and a non-collusion affidavit is mandatory. Payment will be made via Electronic Funds Transfer only, with invoices submitted on official letterhead and delivered to the County’s designated accounts payable address.
