The Department of the Navy (DON), Assistant Secretary of the Navy for Research, Development, and Acqusition, Deputy Assistant Secretary of the Navy for the Defense Industrial Base, is seeking solution briefs under CSO N0002326SDIB1 for Project ANCHOR—Accelerated Naval Construction through Optimized Consortium-based Repair. This Area of Interest seeks solutions for a prototype consortium-based Other Transaction model for facilities repair and construction projects under 10 U.S.C. 2808a, with anticipated award as a prototype OT under 10 U.S.C. 4022. The objective is to design, implement, and demonstrate a business-process prototype that adapts the consortium-based OT model to repair and construction facility projects in a manner that improves speed, scalability, and value while remaining compliant with applicable statutory and regulatory requirements.
