AI Contract Overview
The Government is extending the existing indefinite delivery/indefinite quantity, firm fixed price contract with North American Security, Inc. to maintain uninterrupted Armed Protective Security Officer services across federal facilities in Arkansas from July 1, 2026, through December 31, 2026. This action, authorized under FAR 6.103-1 as a sole-source modification due to there being only one responsible source, is necessary to ensure continuous security operations while a competitive follow-on procurement is conducted and a mandatory 120-day transition period is completed. The extension is not intended to award new services beyond what is required to bridge the gap until the next contract is awarded, and no new task orders will exceed this six-month period. The contract is administered by the Federal Protective Service, part of the Department of Homeland Security, with the contracting activity located in Philadelphia, Pennsylvania, and performance occurring at various federal sites throughout Arkansas. The contractor is responsible for providing fully trained, armed protective security officers who meet federal standards for threat detection, emergency response, and handling of hazardous situations, including suspicious packages and workplace violence. Personnel must be fully licensed and comply with Service Contract Labor Standards and applicable Collective Bargaining Agreements, with performance evaluated through the Contractor Performance Assessment Reporting System. The Government retains full authority for inspection and acceptance at the delivery sites, based on adherence to the Statement of Work and established compliance metrics. Although pricing details are not specified, the arrangement operates under a firm fixed price structure with no FOB terms applicable, as this is a service-based contract. The procurement is funded through FY2026–2027 Operations and Support appropriations, and the sole-source justification rests on the contractor’s proven performance, the high risk of operational disruption from a transition, and the impracticality of competitive bidding given the specialized training and site-specific knowledge required. No formal evaluation factors, clause listings, packaging requirements, or offeror certifications are detailed in the documentation, as the action focuses on continuity rather than competitive acquisition.

Full Description
The Government intends to solicit and negotiate with only one source under the authority of RFO FAR 6.130-1 for Armed Protective Security Officer (PSO) services with North American Security, Inc., (1701 S. Kelly Avenue, Edmond, OK 73013) for up to four (4) months, July 01, 2026, through October 31, 2026, to allow time to solicit and award the follow-on contract, as well as to provide adequate time for the 120-day transition. This action will result in a modification to extend the ordering period of the existing indefinite delivery/indefinite quantity type contract to allow placement of a task order to continue critical PSO services throughout the state of Arkansas. Task orders(s) will only be issued under this contract for the necessary length of time required, but not to exceed four (4) months. As such, this extension will allow time to complete the solicitation and award as well as provide an adequate transition period to the new effort for this requirement.
