Armored Car Services

The City of Lubbock is soliciting proposals for armored car services to manage the secure receipt, transport, and delivery of currency, coins, checks, securities, and other valuables to designated consignees. The scope of work requires the delivery of these items in their original condition, with the City reserving the right to adjust the frequency of pick-ups. The contract remains in effect until the expiration date, completion of services, or termination by either party via a 30-day written notice. All payments are subject to annual appropriation by the City Council. Proposals will be evaluated by a committee based on a weighted scoring system: Qualifications and Experience (30 points), Demonstrated System Reliability (25 points), Cost (25 points), and References (20 points). The award will be granted to the most advantageous proposal, noting that the lowest price does not guarantee selection. Short-listed respondents may be required to provide oral presentations. Proposals must be submitted by December 3, 2026, via the Bonfire portal or in hardcopy to the Director of Purchasing. Contractors must adhere to strict insurance requirements, including Commercial General Liability of $1 million per occurrence and $2 million aggregate, and Automobile Liability of $1 million. The City must be named as an additional insured on a primary and non-contributory basis. Additionally, offerors must certify compliance with the Title VII of 1964 Civil Rights Act, maintain strict confidentiality regarding City business, and confirm they are not on the federal government's list of suspended or debarred contractors.
