Asian American Garden At Locke-Paddon Wetland Community Park

The City of Marina has issued a Request for Qualifications for the Asian American Garden project located at Locke-Paddon Wetland Community Park. Selection will be based on qualifications rather than price, with the City ranking consultants to create a shortlist for potential interviews. The evaluation process uses weighted criteria including management approach (20%), relevant experience (20%), organization (15%), reputation (15%), understanding of project goals (10%), familiarity with the locality (10%), and the breadth of services offered (10%). Qualified teams must demonstrate expertise in Asian garden design, specialty Asian and California native plant materials, large-scale sustainable water features, and universally accessible design. Proposals must be submitted electronically in two separate PDF volumes—one for the technical proposal and one for the confidential not-to-exceed cost proposal—by 4:00 p.m. on September 28, 2026. All consultants must comply with local, state, and federal regulations, including non-discrimination requirements and prevailing wage laws.
