This is a combined synopsis/solicitation for a commercial item prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written (formal) solicitation will not be issued. This solicitation is issued as solicitation number FA7000-15-T-0071 in accordance with FAR Parts 12 & 13. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-82, effective 7 May 2015. The North American Industry Classification System Code [NAICS] is 339113 and the business size standard of 500 employees. The acquisition is unrestricted. All responsible sources may submit a quote, which if received timely, will be considered by the 10th Contracting Squadron, USAF Academy (USAFA). The government bares no legal liability for bid cost associated with this request for quote. Vendors should not submit a quote unless they are willing to absorb all cost associated with submitting a quote. Quotes submitted with used, reconditioned, refurbished, gray market, or liquidated stock will not be considered for award. Please read and comply with all requirements for submitting a quote. Failure to comply with all instructions contained within this Synopsis/Solicitation could result in the quote being ineligible for award. It is the offeror's responsibility to ensure their quote meets all the requirements identified herein. Buy American Act and certification of compliance is required and must be submitted with quote (see DFARS clause 252.225-7001). This is a brand name only requirement. Johnson & Johnson is the only manufacturer the Government has found that can provide underwrap blue tape, Zonas Porous Athletic Tape, Zonas Adhesive Tape and Elastikon Elastic Speed Tape & Elastic Tape, while Cramer is the only manufacturer the Government has found that can provide the Eco-Flex Stretch Tape and Prolastic Tape. The use of a lesser athletic tape could diminish cadet safety during athletic participation affecting the cadet mission with an increase in time loss from participation in intercollegiate athletics, physical eduation classes and intraumural sports. The Cramer products is a multi-purpose tape product that has more adhesion and durability than any other brand and is water and sweat proof. The use of a lesser eco-flex and pro-lastic tape could disrupt the continuity of care provided to the cadets in the athletic training rooms affecting the support of the cadet mission. Other name products have shown to be inferior to Johnson & Johnson and Cramer due to relatively poor adhesive qualties, lack of workability, decreased tensile strength and inconsistent unwind tension during application. Quotes may be provided for the Johnson & Johnson and Cramer as a brand name product or for a proposed "equal" of these various tapes fulfilling all the below specifications. If an offeror believes they have an equal product which meets all the features and functionality of the items listed below, they may submit a quote for that product. It will be evaluated for technical acceptability. If it is determined by the Government to be an equal product it will be evaluated along with all other technically acceptable offers. If it is determined by the Government not to be an equal product, the offer will not be considered for award.
