The U.S. Department of Commerce, National Oceanic and Atmospheric Administration awarded a sole source, firm fixed price contract, AB133017CN0043, to Summation Research, Inc. of Melbourne, Florida. The agreement provides for the procurement of twelve multifunctional demodulators featuring customized firmware designed to integrate with the GOES 13, 14, and 15 uplink and downlink systems. Valued between 240,000 and 250,000 dollars, the contract ensures the continued development and lifecycle maintenance of critical satellite ground systems. The award was justified under FAR 6.302-1(a)(2)(ii)(A) and 41 U.S.C. 253(c)(1) because Summation Research, Inc. was identified as the only responsible source capable of satisfying agency requirements without causing substantial duplication of costs. All equipment was scheduled for delivery to the NOAA Wallops Command and Data Acquisition Station by August 23, 2018. The procurement falls under NAICS code 541511 and Product Service Code 5895, with administrative oversight provided by the Acquisition and Grants Office in Silver Spring, Maryland.

NOAAPort Replacement Capabilities
Solicitation # 142083-27-0002
The Department of Commerce, National Oceanic and Atmospheric Administration (NOAA), and the National Weather Service (NWS) have issued Request for Information (RFI) No. 142083-27-0002 to conduct market research for the replacement of the legacy NOAAPort Satellite Broadcast Network (SBN). The government is seeking information on innovative, high-reliability distribution capabilities—which could be cloud-based, terrestrial, satellite, or hybrid—to deliver mission-critical weather data to a geographically dispersed user community. The replacement system must support the exchange, ingestion, processing, and distribution of data products and must integrate with the NWS Hydrometeorological Interactive Virtual Environment (HIVE) and the Centralized Integrated Real-Time Repository for Unified Services (CIRRUS) using common internet protocols such as APIs and MQTT. This notice is for planning purposes only and is not a solicitation for award; no funds have been authorized or appropriated for this effort at this time. The NWS intends to deactivate the legacy SBN as early as August 31, 2027, and is requesting industry feedback on technical architectures, cloud migration strategies, security protocols, and rough order of magnitude cost estimates. Interested respondents must submit their responses in Microsoft Word or PDF format to the designated points of contact by October 29, 2026, at 12:00 p.m. Eastern Time. The government is utilizing this RFI to inform its acquisition strategy and evaluate potential small business set-aside opportunities under NAICS code 541512.
