The contractor is required to provide all necessary personnel, equipment, tools, materials, and supervision to remove and replace specified raised runway and taxiway lights and signs, specifically to facilitate B-52J aircraft movement. The work involves removal of 98 raised lights and two runway exit signs, ensuring access for the B-52 to Boeing from the runway, and restoring all lights and signs to original operational condition. The performance is limited to daylight hours, conducted under strict base access controls, and must comply with FAA and military standards including UID marking requirements using Data Matrix symbology per MIL-STD-130 and MIL-STD-129 for packaging and labeling. The contract incorporates numerous FAR and DFARS clauses related to employee whistleblower rights, prohibitions on certain procurement sources, cybersecurity, export controls, and prohibitions on items from certain regions or companies. The solicitation emphasizes compliance with cyber incident reporting requirements and antiterrorism training for contractor personnel. Evaluation of offers is based on a Lowest Price Technically Acceptable (LPTA) approach, with technical acceptability judged by the thoroughness of the technical plan and personnel qualifications, including valid Texas electrical licenses. Pricing is evaluated only if technical acceptability is met. Deliveries and payments are managed electronically via Wide Area WorkFlow (WAWF), with detailed instructions for packaging, marking, inspection, and acceptance outlined. The contract includes attachments for the Statement of Work, Wage Determinations, Price Lists, and runways' lighting specifics. The estimated maximum value over the BPA period is $1.25 million, reflecting an annual ceiling of $250,000 over five years with options possibly extending work but without explicit pricing or quantities disclosed. The work is inspected and accepted on-site at Kelly Field by government representatives, with the contractor responsible for quality control and correction of any deficiencies at no additional cost.
