The Centers for Disease Control and Prevention (CDC) plans to award a sole source, firm fixed price contract to the International Conservation Education Fund (INCEF) for the creation and dissemination of educational videos on monkey pox targeted at high-risk communities in Congo. These videos will be culturally tailored, available in local languages including Lingala, French, and English, and designed to suit low-literacy settings to improve understanding of the causes and prevention of monkey pox. INCEF will provide trained Congolese staff based in Brazzaville and work closely with the Congolese Ministry of Health and Populations. The contract will cover all phases of video development: planning and preproduction, including collaboration on technical guidelines and narrative creation; production involving fieldwork in the Likouala region and interviews with health and disease experts; and post-production activities such as editing, translating, subtitling, digitizing, and focus group testing to ensure cultural relevance and message clarity. The contract period will extend for 24 months after award, with completion expected by September 2009. The sole source justification is based on INCEF’s unique capability to translate complex zoonotic disease information into culturally appropriate messaging for the targeted populations, with no other known vendor qualified to meet these specialized needs. This procurement is not a competitive solicitation, but interested parties may express their interest, though any decision not to compete the contract remains at the government's discretion. The vendor to receive the award must be registered and validated in the Central Contractor Registration (CCR) system and possess a DUNS number. Contract questions are directed to Gary Morgan at the CDC.

Full Description

The Centers for Disease Control and Prevention (CDC) intends to award, on a sole source basis, a firm fixed price contract to the International Conservation Education Fund (INCEF) so they can make public via video the causes and implications of monkey pox, which is not well understood by residents of communities at highest risk for virus introduction. The CDC shall partner with the INCEF to create several culturally-tailored, local language videos (suitable for low-literacy settings) that will be used to educate at-risk populations about monkey pox and monkey pox prevention. A contract shall be issued to INCEF who will provide trained Congolese staff locally in Brazzaville, and maintain a formal working relationship with the Congolese Ministry of Health and Populations. INCEF shall also provide the materials and equipment required to complete the tasks outlined herein in multiple languages (Lingala, French, and English) with and without subtitles. The following are required tasks to develop and create the educational videos: (1) Planning and preproduction (year 1); a. development of technical/health guidelines, in collaboration with CDC, b. creation of narratives; outline of desired footage, interviews, and c. collect feedback from CDC and international partners (WHO). (2) Production (year 1); d. travel to Likouala region to obtain video footage, e. conduct interviews with regional hospital and Ministry of Health personnel, f. conduct interviews with wildlife diseases experts, and g. initiate planning of dissemination strategies in conjunction with local health workers. (3) Editing and replication (year 1); h. editing, translation, and subtitling of videos produced, i. digitization of videos by Congolese staff in Brazzaville, and j. focus group testing of videos for apprehension of content and cultural acceptance. The period of performance shall commence upon award of a commercial contract and shall continue through the next 24 months and completed no later than September 2009. Justification for other than full and open competition is considered due to the fact that no other known vendor has demonstrated the capacity to translate complex zoonotic disease prevention messages into culturally appropriate messages for low-literacy settings in Congo. Note 22 applies herein. The statutory authority permitting other-than-full-and-open competition is 41 U.S.C., 253(c)(1): FAR 6.302-1. Only one responsible source and no other services will satisfy agency requirements. Interested persons may identify their interest and capability to respond to the requirement. This notice is not a request for competitive proposals. A determination by the Government not to compete this proposed contract will be based on responses to this notice and is solely within the discretion of the government. Information received will be considered solely for informational purposes. This procurement is not set-aside for small business. Please note that an award will be issued to a vendor who is registered and validated in CCR and has a DUNS number. All inquiries must be clearly marked on the subject line of the e-mail (Reference #2007-Q-09526) or on the outside of the envelope with the following: Reference #2007-Q-09526, Attn.: Gary Morgan, 2920 Brandywine Road, Suite 3629, Atlanta, Georgia 30341.
