The Government plans to engage The George Washington University through a sole source, firm-fixed-price contract to provide specialized research and analysis related to the High Performance Bonus (HPB) data within the Temporary Assistance for Needy Families (TANF) program. This contract, issued by GovWorks under the Department of the Interior Franchise Fund on behalf of the Department of Health and Human Services’ Administration on Children and Families (ACF), focuses on improving the use of HPB data to develop alternative performance measures that will help states administer TANF programs more efficiently and comply with forthcoming reauthorization requirements. The research will also facilitate the development of personnel exchanges between UK and US ACF offices and provide other technical support as needed. Given the politically sensitive nature of TANF and the potential impact on millions of low-income individuals, the Government emphasizes the urgency of delivering improved performance metrics by the following summer. The contract is being awarded non-competitively in accordance with FAR guidelines, with a performance period of six months and an optional twelve-month extension. Although this is not a request for competitive proposals, interested parties may express interest and provide capabilities by a specified deadline to support the Government's decision on whether to open competition. All responses will be considered solely to inform that determination.
