AI Contract Overview

This contract amendment clarifies the cost submission requirements for the investigation project focused on dredging guidelines to preserve offshore ridge and shoal regimes, including a detailed morphologic evaluation of offshore shoals. Prospective offerors are instructed to submit their budget proposals covering the entire contract period of 32 months, rather than separating costs into base and option years. This aligns with the specified period of performance and the overall scope of work, which does not segment tasks into yearly phases. Offerors must provide detailed information on labor categories, including descriptions of skills and experience, fixed hourly rates, and any additional associated costs. Subcontractor rates, if applicable, should also be included. The cost submission must clearly identify the basis of the estimate for the full 32-month contract duration. The contract is a total small business set-aside issued by the Department of the Interior's Acquisition Management Division and was initially posted as a presolicitation in September 2006.

THE PURPOSE OF THIS AMENDMENT IS TO PROVIDE THE FOLLOWING INFORMATION TO PROSPECTIVE OFFERORS: The following response is being provided to a question asked regarding RP39692 for "Investigation of Dredging Guidelines to Maintain and Protect the Integrity of Offshore ridge and Shoal Regimes/Detailed Morphologic Evaluation of Offshore Shoals". 1. On Page I-1B-3 under Section C-Cost Submission, "the offer must provide proposed pricing for the base and option period", yet in Section II on Page 13-8, the period of performance is 32 months. The scope and deliverables do not reflect a break in tasks after one year. Can you clarify if the budget should provide the base and option year? RESPONSE - The budget should be provided for the entire contract period of thirty-two (32) months from date of award. Section II on Page 13 Section 8 - Period of Performance is correct. Page I-1B-3, Section C-Cost Submission has been revised as follows: The Offeror must identify the labor category(s) to be utilized for this effort, a description of the skills and experience per category, and the fixed price hourly rate(s) proposed, and any other proposed associated costs, for calculating the proposed cost for this effort. Subcontractor rate information shall also be included, if applicable. The Offeror must provide proposed pricing for the entire contract period of thirty-two (32) months. Cost submissions must clearly identify the basis of estimate for the entire contract period for this effort.
