Solicitation # RFP823
The Atlanta Regional Commission (ARC) is soliciting proposals for RFP823 to engage a qualified firm to conduct a secret shopper and mystery shopping evaluation of the Aging and Disability Resource Connection (ADRC). The selected contractor will assess the accessibility, responsiveness, and overall customer experience of the ADRC by testing the Platform 28 telephone system and designated email touchpoints. A primary objective is to evaluate staff adherence to policies and the Georgia Division of Aging Services (DAS) Standards of Promptness, specifically regarding contact initiation within two business days and assessment completion within ten business days. The project requires the delivery of a work plan, evaluation protocols, a comprehensive dataset, a draft summary audit report, and a final presentation of findings. The contract is subject to strict compliance with HIPAA, the Americans with Disabilities Act, Section 504 of the Rehabilitation Act, and Title VI of the Civil Rights Act. Key performance milestones include the completion of mystery shopping activities by April 15, 2027, and the submission of the final report and presentation by June 15, 2027. Proposals must be submitted as a single PDF or Word document via the ARC procurement portal by December 29, 2026, and must not exceed 15 pages. Evaluation will be based on a variety of factors, including set-up fees, unit costs for phone and email evaluations, and the overall reasonableness and value of the proposal, rather than strictly the lowest price. Site registration and application approval on the procurement portal are mandatory prerequisites for submission.

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subparts 12.6 and 13.5 of the Federal Acquisition Regulation (FAR) as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. This solicitation is issued as a request for quotation and is a total small business set aside. The applicable NAICS code is 541910. The National Oceanic and Atmospheric Administration, Office of Coast Survey (OCS) in Silver Spring, MD, seeks to purchase economic study services for reasons of decreasing nautical chart sales. The OCS produces Nautical Charts for United States waters, including possessions and territories. Over the past 15 years OCS paper chart sales have been declining, as monitored by monthly OCS chart sales analysis. OCS has, in parallel with its chart sales and analysis, undertaken a series of customer satisfaction surveys in order to track trends in OCS product approval with both professional and recreational mariners. The satisfaction surveys have indicated an increasing trend in customer satisfaction. The contractor shall identify causes for decreasing paper nautical chart sales in report form; provide a detailed desk audit of information that has been published by business libraries, other maritime organizations and institutes that identify changes in the commercial and recreational markets; provide analysis of information that identifies changes in each market segment, commercial, recreational, and other, that have used and purchased paper charts in the past; and prepare a written report on the key drivers for the paper chart market and how it will affect the market over the next five to ten years. The information should be gathered through desk research, identifying sources on the Internet, visiting maritime organizations, institutes and their libraries. Other sources of information can also be used. The period of performance for this task will be two months from the award date. Payment will be paid in full upon completion of the report and presentation of the findings. The resulting purchase order shall be negotiated on a firm fixed price. The award shall be made on a best value basis. Best value evaluation factors include the following: 1) Technical Approach -- The likelihood of effectively meeting the requirements; 2) Past Performance -- The relevance and quality of prior experience; and 3) Price -- The amount, realism and consistency of the evaluated price. The evaluation shall be based on use of the adjectival scheme as follows: Outstanding (O) -- Conspicuously striking in eminence; Good (G) -- Beneficial and worthwhile; sound and valid; Adequate (A) -- Reasonably sufficient and suitable; Marginal (M) -- Minimally suitable at the lower limit. Incorporated clauses are those in effect through Federal Acquisition Circular Number 2005-15. The provisions and clauses may be downloaded at http://www.arnet.gov/far. The following provisions and clauses shall apply to this solicitation: FAR 52.212-1, Instructions to Offerors -- Commercial, applies to this acquisition and there is no addenda to this provision; FAR 52.212-2, Evaluation Commercial Items. NOAAPort Replacement Capabilities
Solicitation # 142083-27-0002
The Department of Commerce, National Oceanic and Atmospheric Administration (NOAA), and the National Weather Service (NWS) have issued Request for Information (RFI) No. 142083-27-0002 to conduct market research for the replacement of the legacy NOAAPort Satellite Broadcast Network (SBN). The government is seeking information on innovative, high-reliability distribution capabilities—which could be cloud-based, terrestrial, satellite, or hybrid—to deliver mission-critical weather data to a geographically dispersed user community. The replacement system must support the exchange, ingestion, processing, and distribution of data products and must integrate with the NWS Hydrometeorological Interactive Virtual Environment (HIVE) and the Centralized Integrated Real-Time Repository for Unified Services (CIRRUS) using common internet protocols such as APIs and MQTT. This notice is for planning purposes only and is not a solicitation for award; no funds have been authorized or appropriated for this effort at this time. The NWS intends to deactivate the legacy SBN as early as August 31, 2027, and is requesting industry feedback on technical architectures, cloud migration strategies, security protocols, and rough order of magnitude cost estimates. Interested respondents must submit their responses in Microsoft Word or PDF format to the designated points of contact by October 29, 2026, at 12:00 p.m. Eastern Time. The government is utilizing this RFI to inform its acquisition strategy and evaluate potential small business set-aside opportunities under NAICS code 541512.
