B2 Reservoir Project

The Marina Coast Water District is undertaking the construction of a new 2.16-million-gallon potable water reservoir, designated B2, adjacent to the existing B1 reservoir in Seaside, California, to meet current and projected water demands outlined in the 2020 Master Plan. The project includes connecting B2 to B1 via a 270-foot, 20-inch transmission main, along with extensive site improvements such as a paved access road linking to Colonel Durham Street, a 90-foot retaining wall, a percolation basin, 8-foot perimeter fencing, and a 12-foot swing gate. Within the B1 reservoir yard, upgrades involve relocating the booster pump station, modernizing electrical panels, installing an emergency generator, replacing inlet and outlet valves, and removing fencing to integrate both facilities into a single operational area. Construction is scheduled to commence in June 2025 and extend for approximately 18 months, concluding in June 2026, with work conducted during standard weekday hours. All activities are centered on the former Fort Ord site within the CSUMB campus, with performance and inspection occurring on-site. The project is subject to a comprehensive environmental compliance framework under the California Environmental Quality Act, centered on a Mitigated Negative Declaration and a Mitigation Monitoring and Reporting Program that mandates strict adherence to air quality, biological, and erosion control standards. Key requirements include a 50% reduction in PM₁₀ emissions via ultra-low sulfur fuels, soot traps, and advanced engine technology; daily biological monitoring during ground-disturbing work; and the presence of a qualified biologist and a contractor-trained biological monitor to oversee compliance. Work involving vegetation removal is restricted to September 16 through January 31 to avoid avian nesting seasons, and construction crews must immediately halt operations if special-status species are encountered, awaiting consultation with the California Department of Fish and Wildlife. Mitigation efforts also include protective fencing, weekly removal of food waste, equipment cleaning to prevent invasive species spread, and a rare plant restoration plan if Kellogg’s horkelia is impacted. No federal contract clauses, pricing data, or traditional acquisition structures such as CLINs, payment offices, or invoicing systems are present; instead, oversight is managed through MCWD’s Senior Project Manager, Jack Gao, with reporting obligations directed to state agencies including the State Water Board, CNDDB, and California Department of Fish and Wildlife.
