B2 Reservoir Project

The B2 Reservoir Project, managed by the Marina Coast Water District, involves the construction of a new 2.16-million-gallon potable water reservoir at the California State University, Monterey Bay campus in Seaside, California. Designed to meet current and future water demands for the Ord Community per the 2020 Master Plan, the project includes connecting the new reservoir to the existing B1 transmission main via a 270-foot, 20-inch pipeline. Site improvements consist of a paved access road and driveway on Colonel Durham Street, a 90-foot retaining wall, a percolation basin, perimeter fencing, and a swing gate. Additionally, the B1 reservoir yard will undergo upgrades, including the relocation of the booster pump station, electrical panel upgrades, the addition of an emergency generator, and the replacement of inlet and outlet valves to create a single contiguous facility. The project is expected to begin in 2025 and span 18 months with weekday work hours. It is subject to the California Environmental Quality Act, having completed a Mitigated Negative Declaration process to address potential impacts on biological, cultural, and tribal resources. Key compliance requirements include a Mitigation Monitoring and Reporting Program to protect special-status species and the necessity of a domestic water supply permit amendment from the State Water Resources Control Board. Environmental oversight requires a qualified biologist to conduct daily inspections of ground-disturbing activities and maintain compliance logs. The project was officially approved on October 20, 2025, under solicitation number 2025081340, with Jack Gao serving as the Senior Project Manager.
