BAMC / San Antonio: Human Training Specimens for Graduate Medical Education

The United States Army Health Contracting Activity, through the Medical Readiness Contracting Office - West, is soliciting human anatomical specimens to support Graduate Medical Education training in San Antonio during Fiscal Year 2027. This full and open competition, identified as solicitation W81K00-26-Q-A212, requires vendors to provide fresh frozen head specimens, fresh temporal bone pairs, and other anatomical specimens for surgical and anatomic training, with strict preservation standards prohibiting formaldehyde use and mandating fresh or frozen conditions. All specimens must undergo serology testing for HIV and Hepatitis B, and contractors must demonstrate compliance with Texas state regulations, including the Anatomical Board’s requirements and proper donor consent documentation. The contract will be awarded on a Lowest Price Technically Acceptable basis, with technical acceptability assessed first based on the offeror’s experience and certifications, particularly accreditation by the American Association of Tissue Banks or equivalent. Only technically acceptable offers proceed to price evaluation, and the lowest-priced among them will be selected for award. Performance is scheduled from October 1, 2026, through September 30, 2027, with deliveries required at multiple locations including JBSA Fort Sam Houston and Lackland AFB. The contractor is responsible for all transportation costs under FOB Destination terms and must use Wide Area WorkFlow exclusively for invoicing, adhering to DFARS payment instructions. Contractual obligations include adherence to numerous FAR and DFARS clauses, such as prohibitions on trafficking in persons, child labor, and procurement from sanctioned regions like Xinjiang, as well as requirements for SAM registration, Unique Entity ID, and CAGE code submission. Contractors must also certify compliance with security restrictions, whistleblower protections, and representations regarding former DoD officials’ compensation. Proposals must be submitted electronically by July 31, 2026, via email to designated contracting personnel, and must include a completed SF-1449, signed certifications, and a title page with required identifiers. No physical submissions are permitted, and files must not exceed 20MB per email. Contract administration is managed through designated DoDAACs, with no Contracting Officer’s Representative identified, and payment processed at specific military medical facilities in Texas.
