A. Notice to Respondents

This is a Request for Information (RFI) issued solely for information and planning purposes in accordance with Federal Acquisition Regulation (FAR) 15.201(e). It is not a Request for Proposal (RFP), Request for Quotation (RFQ), or Commercial Solutions Opening, and it is not a commitment by the Government to issue a solicitation or award a contract. The Government will not pay for information submitted or for any cost incurred in responding. Responses will not be returned, and the Government will not provide feedback or evaluations to individual respondents. Not responding to this RFI does not preclude participation in any future solicitation.

Respondents are responsible for appropriately marking proprietary information. The Government will protect properly marked information from disclosure and may share responses with Government support contractors bound by non-disclosure agreements. Do not submit classified information.

B. Purpose

The Defense Health Agency (DHA), Program Acquisition Executive, Medical Digital Solutions (PAE MDS), Joint Operational Medicine Information Systems (JOMIS) Program Management Office (PMO), is issuing this RFI to conduct market research for the operations and sustainment (O&S) of the Battlefield Assisted Trauma Distributed Observation Kit (BATDOK) family of systems (FoS). The anticipated period of performance begins 1 October 2027 (Fiscal Year 2028).

The BATDOK FoS is comprised of BATDOK-J, an Android and iOS mobile application for point-of-injury (PoI) casualty documentation; BATDOK Link, a Windows operating system application plug-in that allows for the transfer of data from BATDOK-J into MHS GENESIS Theater (MHSG-T) or Operational Medicine Data Service (OMDS) via QR code; and BAT-TAK, a plug-in for the Android Team Awareness Kit (ATAK). The FoS is a mature capability, fielded and in operational use across the Military Services.

The purpose of this RFI is to:

  • Identify potential sources, including small businesses, with demonstrated DoW experience developing, sustaining, and integrating tactical mobile applications on the Android and iOS operating systems, together with associated ATAK and Windows plug-ins;
  • Obtain industry input on technical approaches, best practices, and innovations for achieving the outcomes described in the Draft Performance Work Statement (PWS) in Part II; and
  • Inform the Government’s acquisition strategy, including contract vehicle, contract type, small business set-aside determination, and refinement of the requirement and its performance measures.

PANDHA-26-P-0000 046239 Security Support Services
Solicitation # PANDHA-26-P-0000_046239
The Defense Health Agency, through the Walter Reed Army Institute of Research, Europe Middle East (WRAIR-E-ME), intends to establish a sole source contract with the L. Sakvarelidze National Center for Disease Control and Public Health (NCDC) for security support services at the Richard G. Lugar Center for Public Health Research in Tbilisi, Georgia. This requirement is driven by a cost share obligation outlined in a 2015 Implementing Agreement, which mandates that WRAIR-E-ME reimburse up to 50 percent of the facility's operation and maintenance costs. Because WRAIR-E-ME is not a legal Georgian entity, the NCDC serves as the sole legal entity authorized to acquire and pay for these security services, including physical security, badging support, and patrol services under NAICS code 561612. Reimbursements will be calculated based on the total amount invoiced to the service provider, excluding Georgia Value Added Tax. This action is currently in the Notice of Intent to Sole Source phase, with a response deadline of November 23, 2026, for interested parties to submit capability statements. The primary points of contact for this requirement are Linda Hinson and Lance Nowell. If no competitive alternatives are identified, the contract will be awarded directly to the NCDC to ensure continued security operations at the Lugar Center.

Prototype development for Battlefield Wound Infection Prevention and Treatment (BWI P&T) Barrier Combination
Solicitation # HT9427-26-R-E020
The Defense Health Agency Contracting Activity is seeking a single award to develop a Battlefield Wound Infection Prevention and Treatment Barrier Combination prototype. This medical product must integrate a physical wound barrier with antimicrobial and antifungal properties to prevent the spread of organisms and systemic infections in combat scenarios. The project aims to advance technologies starting at Technology Readiness Level 5 or higher, with the ultimate goal of achieving TRL 7 or 8. Key requirements include the execution of preclinical testing and human clinical trials, the development of Chemistry, Manufacturing, and Controls documentation, and the successful submission for FDA approval or clearance. The procurement is conducted under prototype Other Transaction Authority 10 U.S.C. 4022, meaning it utilizes a tailored agreement rather than standard FAR-based contract structures. The estimated period of performance is 48 months, divided into three primary objectives: prototype demonstration, clinical studies and regulatory submissions, and final FDA clearance. The final deliverable includes up to 50 final design prototypes for operational testing. Packaging must be individual, waterproof, and capable of being opened with gloved hands in low-light environments, while maintaining sterilization and resisting temperatures between 0 and 110 degrees Fahrenheit. Proposals are evaluated based on technical capability, management capability, and cost. Eligible participants are typically small businesses or nontraditional defense contractors; otherwise, a one-third non-federal cost share is required. Awardees must maintain active SAM registration and comply with CMMC cybersecurity frameworks and DoD instructions for Controlled Unclassified Information. Payments are processed electronically via Wide Area Workflow within 30 days of an acceptable invoice.

Notice of Intent to Sole Source the Co-sponsorship of a Forum on Traumatic Brain Injury with the National Academies of Science, Engineering, and Medicine (NASEM)
Solicitation # DHA_TBI_Forum
The Defense Health Agency Contracting Activity intends to issue a sole source award to the National Academy of Science, Engineering, and Medicine to co-sponsor a Forum on Traumatic Brain Injury. This initiative aims to create a neutral environment where government stakeholders and subject matter experts from the public and private sectors can collaborate on strategic planning and collective action to advance TBI care and research across the entire continuum, from prevention to rehabilitation. The contract structure consists of a base year with four additional option years, with the forum convening two to three times annually. The requirement is linked to existing contract W81XWH22C0033, ensuring the Science and Technology Portfolio Management Division and other federal agencies have necessary access to these expert discussions. While the agency intends to proceed with a sole source award, interested firms capable of providing these services must submit detailed written notifications to the contracting office by November 18, 2026. The government maintains full discretion on whether to compete the requirement based on the responses received.
