The Beaumont Heights Business Centre Project proposes the development of four industrial buildings totaling approximately 5.2 million square feet of combined office and industrial space on a 385.60-acre site in Beaumont, California. The project site, along with an adjacent 182.14-acre area to the south designated solely for temporary construction staging and earthwork balance, will require annexation into the City of Beaumont’s jurisdiction, subject to approval by the Riverside County Local Agency Formation Commission. A 4.27-acre eastern segment is reserved for water and recycled water utility upgrades, while 57.26 acres will accommodate transportation improvements along State Route 79 and installation of water, wastewater, and electrical utilities along California Avenue. The development includes all necessary on-site and off-site infrastructure such as storm drains, dry utilities, and street enhancements mandated by city conditions and development agreements. Two speculative tenant use configurations are under evaluation: Option A features a 50/50 mix of general warehousing and high-cube fulfillment centers, while Option B replaces part of the general warehousing with 1 million square feet of cold storage alongside high-cube fulfillment and remaining warehouse space. Discretionary city approvals required include certification of the Environmental Impact Report, General Plan Amendment, Pre-Zoning, Subdivision, and a Development Agreement.

Full Description

The project proposes to develop four industrial buildings and associated improvements within an approximately 385.60-acre area identified as the Development Site. The Development Site and an approximately 182.14-acre area to the south of the Development Site, identified as Construction Staging/Earthwork Balance Area, are proposed to be annexed into the City’s jurisdiction, which would require Riverside County Local Agency Formation Commission (LAFCO) approval. The Construction Staging/Earthwork Balance Area is proposed solely for temporary construction staging and earthwork balance activities; no permanent development is proposed in this portion of the project site. An approximately 4.27-acre segment of the project site to the east of the Development Site is proposed for water and recycled water utility improvements. The remaining approximately 57.26-acres of the project site involve transportation improvements along SR-79 and utility installation (water, wastewater, electrical) along California Avenue. The proposed development would include approximately 5,182,891 square feet of combined office and industrial building area. The proposed project includes all on-site and off-site improvements required by the City through conditions of approval, mitigation measures, and development agreement terms necessary for the construction and operation of the Beaumont Heights Business Centre Project, including off-site street and infrastructure improvements. The project is being developed as a speculative industrial development with two tenant use options being considered in the Draft EIR technical analyses: • Option A: Assumes 2,073,156 square feet of general warehousing and 3,109,735 square feet of high-cube fulfillment center (50/50 sort and non-sort), totaling 5,182,891 square feet; and • Option B: Assumes 3,109,735 square feet of high-cube fulfillment center (50/50 sort and non-sort), 1,000,000 square feet of cold storage warehouse, and the remaining 1,073,156 square feet for general warehousing, totaling 5,182,891 square feet. The project would construct on-site utility improvements, including water, wastewater, storm drain, and dry utilities, to accommodate operations of the proposed industrial development. City discretionary approvals include EIR certification, General Plan Amendment, Pre-Zoning, Subdivision, and Development Agreement.

The work requires precise adherence to specified Sherwin Williams paint colors—Shoji White, Ripe Olive, and Bermuda Blue—in eggshell or eggshell gloss finishes, with strict instructions to avoid painting doors, trim, and ceilings unless explicitly directed, and to preserve existing graphics and signage. All surfaces must be cleaned, prepped, and repaired prior to painting, and the contractor must provide protective coverings, move furniture as needed, and remove all debris using their own disposal methods, not government facilities. This solicitation is a 100% total small business set-aside under NAICS code 236210 with a size standard of $45 million, and vendors must demonstrate at least five years of proven experience in wall patching and repainting. All quotes must include proof of this experience and a completed copy of the 52.212-3 representations and certifications, or a current active SAM.gov registration. Evaluation will prioritize technical capability and price. Contractors must comply with stringent security protocols including background checks, AT Level I training, ID verification, and restricted movement on the installation, and must adhere to federal environmental, safety, health, and drug-free workplace standards. The government will supply access to electricity and restrooms and certify the area is free of lead and asbestos, but the contractor assumes full responsibility for repairs, warranty of labor for one year, and any damage caused during performance. Quotes are due by 10:00 am EST on August 13, 2026, and must be submitted via email to the designated contract specialist and contracting officer.
