Benefit Consulting and PBM Evaluation

The Texas A&M University System is soliciting proposals for health and welfare benefits consulting, with a primary focus on the evaluation of a Pharmacy Benefit Manager (PBM). The selected consultant will support the PBM competitive solicitation process, including RFP development from November 2026 through January 2027, vendor response analysis, negotiation, and contract implementation to meet a September 1, 2027, effective date. Key deliverables include reviewing current prescription drug experience and PBM contracts, analyzing plan design for cost savings, and reviewing State Auditor’s Office reports. The contract follows a best-value award basis and requires the execution of a HIPAA Business Associate Agreement to ensure privacy and security compliance. The agreement is structured for an initial three-year term with an option to extend for three additional years. Pricing must be submitted as an annual fixed fee for general consulting, a not-to-exceed quote for the PBM evaluation, and hourly rates for special projects. Payments are processed via electronic direct deposit and governed by the Texas Prompt Payment Act. Proposals must be submitted as two separate PDF files—one for forms and one for the proposal—to the designated procurement email by December 3, 2026. Compliance requirements include adherence to the Texas Public Information Act, non-discrimination standards, and certifications regarding debarment and the Texas Franchise Tax.
