Biennial Facility Assessments Services

The Board of Education of the City of Chicago, through Chicago Public Schools, is soliciting proposals for biennial facility assessment services under Specification No. 26-1398. The selected contractor will perform comprehensive physical inspections of approximately 598 campuses, covering roughly 62 million square feet. The scope of work includes detailed evaluations of interior and exterior structures, including walls, floors, ceilings, and mechanical, electrical, plumbing, and fire protection systems, all governed by the Facility Assessments (FACTS) Manual. Assessments must verify performance standards for life safety, thermal comfort, acoustics, daylight, and indoor air quality. A key requirement is that each campus receive an accessibility classification verified by an ADA-qualified team member. The contract utilizes a lump sum pricing model based on school category and square footage for a three-year term. Proposers must provide a main scope pricing matrix and an alternate scope option that replaces static photography with 3DVR walkthroughs. Payment is structured with 80 percent billable upon delivery of QA/QC-verified reports and the remaining 20 percent upon final Board approval. The project includes a mandatory training period at the vendor's expense and a critical performance milestone requiring 65 percent completion within 18 months of the contract effective date. Evaluation is based on business stability, staffing qualifications, legal standing, licensing, and the quality of the proposed implementation and QA/QC plans. The solicitation emphasizes diversity, with aspirational goals of 30 percent MBE and 7 percent WBE participation. Submissions must be uploaded via Bonfire by September 29, 2026, and must include a cover letter, executive summary, cost proposal, and required compliance documentation, including W-9 and MBE/WBE forms.
