AI Contract Overview

The contract solicitation seeks bids for the supply of big bus parts to the Orange County Transportation Authority (OCTA). Eligible bidders must be the original equipment manufacturer, authorized dealers, or approved resellers with the requisite authorization from the OEM. Bidders are required to submit their best pricing, warranty terms, and lead times, with all freight and delivery costs included in the bid price. The award will be made to the lowest responsive and responsible bidder with available inventory, although the contract may be split among multiple bidders if it benefits OCTA overall. Warranty terms play a key role in award decisions, and compliance with warranty requirements is mandatory; non-compliance may lead to returned merchandise at the bidder’s expense. Bidders must identify the manufacturer and provide complete warranty information, including the start date of the warranty. Use of brand names and model numbers serves only to define standards; proposed substitutes must be pre-approved as an "OCTA approved equal" through a formal process involving submission of technical data and approval by OCTA, which retains sole authority to judge equivalency. Both separate warranties and pass-through genuine new parts warranties from the manufacturer are required, with bidders responsible for honoring these. After award, vendors must acknowledge purchase orders by email within 24 hours and comply with guaranteed delivery dates for each line item. Failure to meet these requirements may result in order cancellation and re-procurement costs. The solicitation is issued by the F&A-Contracts Administration and Materials Management office in California, with Orlanda Higginbotham as the primary contact.
