Payment is triggered only upon acceptance of services by the Laboratory and requires prior approval from the designated Call Manager. The offeror must submit a complete quotation including a signed RFQ, completed Appendix C Price Schedule, fully executed Pre-Award Representations and Certifications (ANL-70B), and a published price list or redacted invoice demonstrating price reasonableness, along with information regarding any available DOE discounts or GSA contract applicability. The agreement incorporates Argonne’s Terms and Conditions for Commercial Items (ANL-71COM), the Statement of Work (Appendix B), and the Low Risk Off Site 10 CFR 851 Supplemental Conditions (ANL-366LOS-851). The Contractor must comply with a wide range of federal regulations including FAR and DEAR clauses covering equal opportunity, restrictions on foreign purchases, accelerated payments to small business subcontractors, stop work orders, warranty provisions, bankruptcy, and subcontracting requirements. Additional obligations include adherence to safety management systems, compliance with 10 CFR part 851 for hazardous materials, Privacy Act requirements, Buy American Act certifications, and prohibitions on counterfeit or suspect parts. The Contractor assumes full liability for improper packaging, retains risk of loss until acceptance by the Laboratory, and must ensure all equipment is fully operational prior to and during events. This is a Blanket Purchase Agreement with a term of THREE (3) years and in accordance with Appendix “B” Argonne Statement of Work, for audio visual services, on an as needed basis, locally based AV services provider to support in-person and hybrid meetings and events at Argonne’s Washington, D.C. office.

The attached RFP/RFQ and only Argonne Terms and Conditions will govern any resultant order.

- Provide a published price list or a redacted invoice showing pricing for the quoted, to prove price reasonableness.
