Blanket Agreement for Audio Visual Meeting and Event Services

This is a three-year Blanket Purchase Agreement for audiovisual services to support in-person and hybrid meetings and events at Argonne National Laboratory’s Washington, D.C. office located at SPACES, 800 Maine Avenue. The contract requires a locally based provider to deliver comprehensive AV support including pre-event coordination, on-site technical personnel, setup and testing of presentation, audio, display, livestreaming, and recording systems, as well as post-event equipment removal. All technical labor must be sourced within the Washington, D.C. metropolitan area, and travel or lodging expenses will not be reimbursed unless pre-approved in writing. The base period runs from July 9, 2026, to July 8, 2027, with two optional one-year extension periods available through July 8, 2029. Pricing is strictly governed by the Appendix C Price Schedule, and all invoices must align with this schedule, include detailed line items for labor categories, equipment rentals, dates, and hours, and be submitted within five business days after each event. Payment is triggered only upon acceptance of services by the Laboratory and requires prior approval from the designated Call Manager. The offeror must submit a complete quotation including a signed RFQ, completed Appendix C Price Schedule, fully executed Pre-Award Representations and Certifications (ANL-70B), and a published price list or redacted invoice demonstrating price reasonableness, along with information regarding any available DOE discounts or GSA contract applicability. The agreement incorporates Argonne’s Terms and Conditions for Commercial Items (ANL-71COM), the Statement of Work (Appendix B), and the Low Risk Off Site 10 CFR 851 Supplemental Conditions (ANL-366LOS-851). The Contractor must comply with a wide range of federal regulations including FAR and DEAR clauses covering equal opportunity, restrictions on foreign purchases, accelerated payments to small business subcontractors, stop work orders, warranty provisions, bankruptcy, and subcontracting requirements. Additional obligations include adherence to safety management systems, compliance with 10 CFR part 851 for hazardous materials, Privacy Act requirements, Buy American Act certifications, and prohibitions on counterfeit or suspect parts. The Contractor assumes full liability for improper packaging, retains risk of loss until acceptance by the Laboratory, and must ensure all equipment is fully operational prior to and during events. Failure to provide any required documentation will result in an incomplete proposal. The solicitation number is 6-B18
