This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with part 12. This announcement constitutes the only solicitation. Offers are being requested and a separate written solicitation will not be issued. Solicitation #140L3726Q0176 is issued as a Request for Quotes (RFQ). This RFQ is being issued as a total set-aside for small business. This solicitation incorporates provisions and clauses by reference. Description: The Department of the Interior (DOI), Bureau of Land Management (BLM) has a need for vegetation treatment services in the Spring Desert area, an area administered by the Southern Nevada District Office (Las Vegas and Pahrump Field Offices). Work shall consist of applying a pre-emergent herbicide fuel break in select locations on BLM-administered lands to control and reduce the spread of invasive annual grasses, including red brome and cheatgrass. The project aims to protect and enhance critical habitat by strategically reducing hazardous fuels, controlling invasive weeds, mitigating wildfire risk to nearby communities and infrastructure, and promoting long-term ecosystem resilience and native species recovery. Location: The Spring Valley Project area is located along Highway 95 and Highway 160, encompassing a total of 4,814 acres needing treatment. The location of work is approximately 7 miles North of Pahrump, NV and 2 miles East of the Crystal, NV. Please refer to the attached maps for details.

The BLM intends to award a firm fixed-price contract resulting from this RFQ using the lowest price technically acceptable (LPTA) source selection method. In order to be considered technically acceptable, the vendor must demonstrate technical capability and capacity to complete the required work in accordance with the SOW and have satisfactory past performance.
In accordance with FAR Part 12 (RFO), offerors must include the following information with your quote submission:
1. Technical Capability (Ability to meet the specifications in the SOW - no longer than 5 pages).
2. Relevant Experience (2 projects ongoing or completed in the past 5 years)
3. Pricing
Note: Any contractor submitting a quote must be registered and active in the System for Award Management (SAM.gov) at the time of submission and potential award.
