Online Global Patent Database Subscription
Solicitation # 2031ZA26Q00049
The Department of the Treasury, Bureau of Engraving and Printing, is seeking a firm-fixed-price contract for a commercially available online global patent database subscription. This turn-key, internet-based platform will support the BEP Security Features Division in searching, organizing, analyzing, and visualizing U.S. and international patent literature. The requirement includes a 12-month base period with four 12-month option periods. The subscription must provide unlimited patent searching, support at least one concurrent user session, and offer capabilities such as foreign-language translation, analytics, visualization tools, and secure HTTPS access. The government anticipates a need for 10 authorized users with shared access. The contract will be awarded based on a best value tradeoff, where technical capability is deemed more important than price. Evaluation factors include the depth of patent coverage, search functionality, data retention practices, and the quality of technical support. Deliverables include user credentials and instructions, which must be provided within 30 days of award, along with online training resources. Performance will be monitored based on on-time delivery, system responsiveness, and a limit of two minor defects or two unscheduled outages per period. This is an unrestricted acquisition under NAICS code 519290, and all invoices must be submitted electronically through the Invoice Processing Platform.

The Federal Housing Finance Agency (FHFA) is awarding a sole-source contract to Bloomberg Finance L.P. under FAR 6.302-1, determining that Bloomberg is the only source capable of meeting the agency’s specific requirements for financial analysis tools. The contract includes six Bloomberg Desktop Terminals, fourteen Bloomberg Anywhere licenses, and one Bloomberg Data Usage License, all essential for integrating real-time financial market data—such as yield curves, credit spreads, and mortgage-backed securities metrics—into FHFA’s PolyPaths system. This integration supports the Division of Bank Regulation’s ongoing supervision of Federal Home Loan Banks, enabling automated risk modeling, real-time surveillance, and accurate earnings sensitivity calculations. The performance period begins September 1, 2026, with a one-year base period and four optional one-year renewals, potentially extending the contract through August 31, 2031. The acquisition is justified by the unique, non-transferable nature of Bloomberg’s platform, which is deeply embedded in FHFA’s operational workflows, with no alternative vendor able to replicate the seamless data flow or provide equivalent technical support. Transitioning to another system would require an estimated twelve months and over two hours of daily labor, introducing unacceptable operational disruption. Responses to this special notice must be submitted electronically to Matthew.Marshman@fhfa.gov no later than July 15, 2026, and must include comprehensive technical and pricing data to demonstrate the existence of a comparable alternative, though the Government retains sole discretion to determine whether competition is feasible. The North American Industrial Classification System code is 519130, with a size standard of 1,000 employees, but no set-asides apply. No physical deliverables are involved; all services are delivered digitally to FHFA’s Washington, DC, facilities, and no packaging, labeling, or shipping requirements exist. The contract’s evaluation is based entirely on the justification for non-competition, as no competitive solicitation is being conducted. Acceptance criteria focus on functional compatibility with PolyPaths, availability of 24/7 technical support, and uninterrupted access to Bloomberg’s proprietary financial data streams. The government will not reimburse any costs associated with preparing responses, and while the contract structure is defined, pricing details, CLINs, and payment instructions are not disclosed in the available documentation.
