Committee on Uniform Security Identification Procedures (CUSIP) Enterprise License - Notice of Intent to Sole Source
Contract Overview
Solicitation details, issuing organization, response deadlines, documents, and interested companies for this government contract opportunity.
AI Contract Overview
The Office of the Comptroller of the Currency intends to award a sole source contract to FactSet Research Systems, Inc. for an enterprise license to access the Committee on Uniform Security Identification Procedures (CUSIP) system, a critical tool for identifying North American financial instruments such as stocks and bonds through nine-digit alphanumeric codes. This license is essential for the OCC to embed CUSIPs into its internal data products and third-party datasets to support regulatory research and analytical functions. The contract is justified under FAR 12.102(a) due to the unique and exclusive nature of CUSIP management by FactSet on behalf of the American Bankers Association, with no alternative source available. The base period of performance runs from September 30, 2026, to September 29, 2027, with four optional one-year extensions available. Although this is a sole source action, the government will accept and review written responses from any responsible source submitted by 12:00 PM Eastern Time on July 10, 2026, solely to assess whether a competitive procurement is warranted—an outcome determined entirely at the OCC’s discretion. Responses must be submitted in writing via email to Danielle Pena at danielle.pena@occ.treas.gov and must include clear, convincing evidence of the respondent’s ability to deliver the required CUSIP services; telephone inquiries or submissions will not be accepted. The solicitation number is 2031JW26NOI706800, and the NAICS code is 519290. The contract will be performed primarily in Washington, D.C., with point of contact information and additional details available through the official SAM.gov posting.
