BOGOTA FLEET MAINTENANCE

The U.S. Embassy Bogotá is seeking a qualified mechanic shop to provide comprehensive vehicle inspection, maintenance, and repair services under a five-year Blanket Purchase Agreement (BPA), with performance located solely in Bogotá, Colombia. All work must comply with manufacturer standards, using OEM or approved aftermarket parts and being performed exclusively by certified technicians. The scope includes diagnostics, oil and fluid services, brake and suspension repairs, electrical system repairs, and the replacement of specified components such as filters, belts, shock absorbers, and steering parts, with labor costs listed for each service. Quality assurance requires all repairs to be tested and verified prior to vehicle release, with final inspections conducted by a senior technician and accepted only upon confirmation by a U.S. Embassy representative that the vehicle operates safely, all agreed repairs are complete, and no unresolved warning lights or issues remain. A warranty covers both parts and labor, with terms varying by service type. Only legally incorporated Colombian companies with a verifiable minimum of ten years of operational experience in the Colombian market are eligible to respond. All offerors must be registered in the System for Award Management (SAM) prior to proposal submission and provide their Unique Entity Identifier and CAGE code. Proposals must be submitted via email to BogotaGSOCompras@state.gov by June 9, 2026, at 16:00 local time, in MS Word, Excel, or PDF format under 30MB per file. The solicitation requires completion of the SF-1449 form, Section 5 Representations and Certifications, and proof of SAM registration, with failure to meet any of these requirements resulting in disqualification. Technical acceptability and responsibility are pass/fail gates determined by experience, financial capability, ethical record, and operational capacity under FAR 9.1. The award will be made on a lowest priced technically acceptable basis, with no negotiations anticipated. The contract incorporates numerous FAR clauses including those on ethics, whistleblower rights, labor standards, trafficking in persons, Buy American requirements, and security protocols, and mandates compliance with local Colombian regulations, OSHA standards, and proper hazardous waste disposal. Value Added Tax (VAT) is not included in unit prices but must be listed as a separate line item on invoices. Work will be administered by the Embassy’s GSO Procurement & Contracting office, with payments processed by the Financial Management Center, and records must be retained for three years after final payment.
