The National Cancer Institute is issuing a limited competition Notice of Funding Opportunity, solicitation RFA-CA-28-004, to support the continuation of two critical biospecimen banking resources. These resources include the National Clinical Trials Network Biobanks, which support the NCTN and the Community Oncology Research Program, and the Early-Phase and Experimental Clinical Trials Biospecimen Bank, which supports the ETCTN and other early-phase experimental trials. The primary objective is to maintain national infrastructure for the collection, processing, storage, and distribution of high-quality, clinically annotated human biospecimens to enable translational cancer research, biomarker development, and the study of drug response and resistance. Eligible organizations must submit applications by February 12, 2027, to be considered for funding. All submissions will undergo a standard NIH peer-review process, and only meritorious applications will be selected. These banks are essential for linking biospecimens to clinical outcome data from large multi-site trials and supporting the development of novel cancer therapies through pharmacokinetic and pharmacodynamic analyses.

(i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) The solicitation number is 75N95022Q00337 and the solicitation is issued as a request for quotation (RFQ). This acquisition is for a commercial item or service and is conducted under the authority of the Federal Acquisition Regulation (FAR) Part 13'Simplified Acquisition Procedures; and FAR Part 12'Acquisition of Commercial Items, and is not expected to exceed the simplified acquisition threshold. THIS IS A NON-COMPETITIVE (NOTICE OF INTENT) COMBINED SYNOPSIS SOLICITATION TO AWARD A CONTRACT OR PURCHASE ORDER WITHOUT PROVIDING FOR FULL OR OPEN COMPETITION (INCLUDING BRAND-NAME). The National Institute on Drug Abuse (NIDA), Office of Acquisition (OA), on behalf of the National Institute on Aging (NIA), intends to negotiate and award a purchase order without providing for full and open competition (including brand-name) to Banner Health for Postmortem human brain specimens from Alzheimer's disease, Mild Cognitive Impairment, and Controls. This acquisition is conducted as non-competitive for a commercial item or service and is conducted pursuant to FAR 13.106-1(b)(1). (iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) Number 2022-06, with effective date May 26, 2022. (iv) The associated NAICS code 621991 and the small business size standard is $35 million. No set-aside restriction is applicable. (v) This requirement is for the following items: Brain Samples. (vi) A major objective of the National Institute on Aging (NIA) is to identify and characterize molecular derangements that occur early in the Alzheimer's disease (AD) process, both in brain and in blood. The Lipid Peroxidation Unit places a particular emphasis on identifying derangments in lipid metabolism-related pathways and markers (such as ApoE). To achieve these objectives, NIA requires rapidly autopsied specimens from key regions that are involved in the earliest stages of AD (pons, entorhinal cortex, hippocampus) from a cohort that spans the full spectrum of AD. Most of NIA's lipid metabolism related assays and IHC cytoarchitectural markers require formalin-fixed paraffin embedded (FFPE) specimens. Others require frozen specimens. Therefore, NIA requires both types of specimens, preferably from the same cohort of autopsied participants. Please see the attached Purchase Description for detailed requirements. (vii) The Government anticipates award of a firm fixed-price purchase order for this acquisition, and the anticipated delivery date is 45 days after receipt of order (ARO). Delivery will be f.o.b. destination. The place of delivery and acceptance will be: 251 Bayview Blvd Baltimore, MD 21224 (viii) The provision at FAR 52.252-1, Solicitation Provisions Incorporated by Reference (Feb 1998), applies to this acquisition.
