AI Contract Overview

The National Institute of Standards and Technology is requesting quotations for the purchase of thirty-two new Thomson linear bearings to support the Cold Neutron Imaging Instrument rail system. The requirement is split into two line items: sixteen RW16S single type bearings with a dynamic load capacity of 3,020 lbs and sixteen RW16V dual type bearings with a dynamic load capacity of 4,300 lbs. This is a brand name only procurement because the existing rail system is proprietary to Thomson Industries, and any other brand would necessitate expensive reengineering. The contract is an unrestricted solicitation using simplified acquisition procedures, with the award going to the lowest priced, technically acceptable quote. Selected contractors must provide a standard commercial warranty and ensure FOB Destination delivery to Gaithersburg, Maryland, within ten weeks of receiving the order. All offerors must be registered in the System for Award Management and submit their technical and price quotations by the specified deadline.

THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6-STREAMLINED PROCEDURES FOR EVALUATION AND SOLICITATION FOR COMMERCIAL ITEMS-AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED, AND A SEPARATE WRITTEN SOLICITATION DOCUMENT WILL NOT BE ISSUED. THE SOLICITATION IS BEING ISSUED USING SIMPLIFIED ACQUISITION PROCEDURES. THIS SOLICITATION IS A REQUEST FOR QUOTATION (RFQ). THE SOLICITATION DOCUMENT AND INCORPORATED PROVISIONS AND CLAUSES ARE THOSE IN EFFECT THROUGH FEDERAL ACQUISITION CIRCULAR 2005-82, EFFECTIVE JUNE 8, 2015. 1352.215-72 INQUIRIES (APR 2010) Offerors must submit all questions concerning this solicitation in writing to the Contracting Officer. All responses to the questions will be made in writing, without identification of the questioner, and will be included in an amendment to the solicitation. Even if provided in other form, only the question responses included in the amendment to the solicitation will govern performance of the contract. (end of provision) The associated North American Industrial Classification System (NAICS) code for this procurement is 332991 with a small business size standard of 750 employees. This requirement is unrestricted and all interested Contractors may submit a quotation. *** The National Institute of Standards and Technology is seeking to purchase the following, with the included Salient Characteristics: Line Item 0001: Sixteen (16) THOMSON LINEAR BEARI-RW16S (Roundway Bearing), which meet the following characteristics: 1. Nominal diameter of 1 inch; 2. Travel speed up to 100ft/s 3. Dynamic load capacity of 3,020lbs. Line Item 0002: Sixteen (16) THOMSON LINEAR BEARI-RW16V (Roundway Bearing), which meet the following characteristics: 1. Nominal diameter of 1 inch; 2. Travel speed up to 100ft/s 3. Dynamic load capacity of 4,300lbs. Brand Name Only Justification: The NIST Neutron Physics group requires Thomson bearings to align components on the Cold Neutron Imaging Instrument (CNII) rail system. The rail system has been designed around the use of 1" Thomson rail. The CNII system has been designed and fabricated to use Thomson rails. As the rail design is proprietary to Thomson Industries, only the Thomson Railway bearings are compatible with the system. Use of other bearings would require costly reengineering and refabrication of the mechanical components that have already been engineered, fabricated and installed to attach the Thomson rails to the facility. NIST cites authority of FAR subpart 13.106(1)(b) as primary rationale for Brand Name Only Determination. ***Line item 0001 is a BRAND NAME ONLY requirement. Sixteen (16) THOMSON LINEAR BEARI-RW16S (Roundway Bearing), Product Number THOM_RW16S, Single Type. All Items must be new. Used or remanufactured equipment will not be considered for award. ***Line item 0002 is a BRAND NAME ONLY requirement. Sixteen (16) THOMSON LINEAR BEARI-RW16V (Roundway Bearing), Product Number THOM_RW16V, Dual Type. All Items must be new. Used or remanufactured equipment will not be considered for award. ***All interested Contractors shall provide a quote for the following: Line Item 0001: Sixteen (16) Thomson Linear Beari-RW16S, Single Type. Line Item 0002: Sixteen (16) Thomson Linear Beari-RW16V, Dual Type. Warranty Contractor shall provide standard commercial warranty. Delivery FOB Destination delivery terms are requested, and shall take place no later than 10 weeks after receipt of order. FOB Destination means: The contractor shall pack and mark the shipment in conformance with carrier requirements, deliver the shipment in good order and condition to the point of delivery specified in the purchase order, be responsible for any loss of and/or damage to the goods occurring before receipt and acceptance of the shipment by the consignee at the delivery point specified in the purchase order; and pay all charges to the specified point of delivery. The contractor shall deliver line items 0001 and 0002 to NIST, Building 301, Shipping and Receiving, Gaithersburg, MD 20899-1640.
