BROCK UNIVERSITY SOUTH PARKING LOT, CITY OF THOROLD

The Regional Municipality of Niagara has issued a Non-binding Request for Tender (2026-NRFT-154) for infrastructure improvements at the Brock University South Parking Lot in Thorold. The project scope encompasses electrical work, specifically the installation of operational LED street lighting, and paving activities that require night work between 6:00 pm and 6:00 am to minimize facility interruptions. Additional responsibilities include site management tasks such as managing excess soils, conducting private underground utility locates, and performing test pits. The contract is governed by the Niagara Peninsula Standard Contract Document (Revision 27) and incorporates the Ontario Provincial Standards (OPSS.MUNI 100 November 2024), with specific legal terms aligned to the Ontario Construction Act regarding adjudication, annual holdbacks, and substantial performance. The evaluation process follows a three-stage approach: mandatory submission requirements, mandatory technical requirements, and pricing. The contract will be awarded to the lowest-priced compliant respondent, with a coin toss serving as the tie-breaker. Selected contractors must provide both a Performance Bond and a Labour and Material Payment Bond, along with a current WSIB clearance certificate. Technical compliance is strictly enforced, particularly regarding pavement markings conforming to the Ontario Traffic Manual and asphalt acceptance standards per OPSS.MUNI 310. Environmental regulations are also critical, requiring that liquid soil storage and hazardous material disposal adhere to O.Reg.406/19 and O.Reg.347 respectively.
