CCTV Inspections and Sewer Cleaning

The Regional Municipality of Niagara is seeking a qualified contractor for solicitation 2026-T-111 to provide comprehensive CCTV inspection and sewer cleaning services for approximately 120,000 metres of wastewater trunk sewers. The scope of work involves identifying defects and obstructions in pipes ranging from 300 mm to 1850 mm and performing remedial cleaning to restore sewers to 100 percent capacity. All inspections must adhere to NASSCo PACP version 7.0 or higher and MACP standards for maintenance holes. The contract is for an initial three-year term starting October 15, 2026, with the option for the Region to extend for two additional one-year terms. Work is distributed at approximately 40,000 metres per year across various municipalities within the Niagara Region. The award will be granted to the lowest compliant bidder following a three-stage evaluation process covering mandatory submission requirements, technical requirements, and pricing. All CCTV operators must be NASSCo certified, and the contractor must provide a detailed QA/QC plan. Technical deliverables include MP4 video footage and JPG photos following strict CSA PLUS 4012-10 naming conventions, with data uploaded to the Regional FTP. Insurance requirements are stringent, requiring five million dollars in Commercial General Liability and Pollution Liability, and two million dollars for automobile insurance. The contractor must also comply with the Occupational Health and Safety Act and AODA WCAG 2.0 Level AA standards for any public-facing documentation.
