The U.S. Department of State, through the U.S. Consulate General Frankfurt, is conducting market research via a Request for Information to identify qualified vendors capable of providing comprehensive building maintenance services for U.S. Government-owned and leased facilities in the Frankfurt metropolitan area. This RFI is not a solicitation and does not obligate the Government to award a contract or reimburse respondents for preparation costs. The anticipated contract, if issued, would be a hybrid Firm-Fixed-Price Indefinite-Delivery/Indefinite-Quantity (IDIQ) vehicle with a 12-month base period and four one-year options, extending the potential performance period to five years. Services will encompass 24/7 monitoring of mechanical, electrical, HVAC, boiler, plumbing, and utility systems; preventive maintenance and scheduled inspections; routine unscheduled repairs under 40 labor hours; emergency response to life-safety and property-threatening incidents; and approximately 150 apartment make-readies annually, peaking between May and September. The contractor will also perform minor maintenance on the Consulate compound, which comprises about 25% of unscheduled work orders. Performance locations include the Chancery compound at Giessener Strasse 30, multiple residential properties including the Carl Schurz Siedlung housing campus with 32 buildings, and up to 85 short-term leased residential units scattered throughout Frankfurt. Vendors must demonstrate experience supporting U.S. diplomatic missions or government facilities in Germany or the EU, with particular emphasis on staffing capabilities to recruit, license, and retain German-certified electricians, plumbers, HVAC mechanics, carpenters, and painters, as required by local law. A bilingual English/German Program Manager is a key personnel requirement. Companies must also show proven ability to meet stringent U.S. diplomatic security protocols, including supporting background investigations, badging, and zero-tolerance policies for security violations. Respondents are required to submit a capability statement, at least two past performance references, evidence of SAM.gov registration and UEI, business size classification, and an example CLIN structure with proposed monthly labor rates under the assumption that the Government will provide all materials. Additional submission requirements include proof of security compliance, licensing documentation, and a demonstration of familiarity with IDIQ contract structures. All responses must be under 50 pages and emailed to machendd@state.gov by July 23, 2026, at 15:00 CEST, with the exact RFI number in the subject
