Outsystems is a lowcode application development platform that provides a secure, high-performance environment for building and maintaining UCS mission-critical applications. UCS is requesting a new three-year contract commencing upon expiration of its current contract in August 2026 (OC00077) through Carahsoft. OutSystems delivers: • FedRAMP authorized runtime and infrastructure • SOC 2–attested security controls • Automated, platform embedded DevSecOps • Full stack visual development and reusable components • Deep integration capabilities with on premises and legacy systems • Built in governance for secure and consistent application delivery • Full ownership and control of applications and data without vendor lockin • Built in accessibility tooling and customizable UI components designed to support ADA and Web Compliance Accessibility Guidelines 2.2 compliance for public facing and mission critical court applications These capabilities are essential for maintaining multiple current production systems that directly support statewide court operations and public digital services. UCS currently contracts for Outsystems via a purchase through Carahsoft but that procurement path is no longer available and UCS needs to transition to a direct contract with this vendor.
