C5613210-D, REBID 2 - ISOLATION ROOM TESTING, AIR BALANCING, AND CERTIFICATION SERVICES

The Contractor is engaged to perform Isolation Room Testing, Air Balancing, and Certification Services for the California Department of Corrections and Rehabilitation at the California Health Care Facility in Stockton, California, under Agreement C5613210-D, Rebid 2. All services must be completed in accordance with the Scope of Work outlined in Exhibit A, which includes measuring and documenting airflow and pressure levels for 92 isolation rooms and 46 ante rooms, conducting annual certification for all isolation rooms, and performing necessary inspections and calibrations to maintain optimal efficiency. The Contractor is responsible for providing all labor, materials, tools, equipment, transportation, travel, per diem, licenses, permits, and other expenses, as the compensation is based entirely on the fixed rates specified in Exhibit B-1, the Rate Sheet, which encompasses every cost associated with performance. The State estimates the total contract value at $558,000, with services to be rendered over a term extending from February 1, 2022, through January 31, 2024, subject to potential amendments solely for completing the original scope. Payment is contingent upon submission of a completed Service Report (Exhibit A-1), signed by the Institution Contract Liaison or designee, and an itemized invoice that includes the Agreement and Purchase Order numbers; invoices must be submitted monthly in arrears, either electronically or by mail, and will only be processed upon verification of completed and approved work. The Contractor must comply with a comprehensive set of state and federal regulations, including the Americans with Disabilities Act of 1990, the Drug-Free Workplace Act of 1990, California’s prevailing wage requirements, and Cal/OSHA standards for bloodborne pathogens and aerosol transmissible diseases. They are required to carry valid general liability, automobile liability, and workers’ compensation insurance, which must be verified before any work begins, and must indemnify the State against all claims related to their workers. The Contractor must also comply with nondiscrimination laws, maintain all necessary licenses, and adhere to security protocols, including potential fingerprinting and background checks through the Department of Justice. Subcontractor participation, particularly by California-certified Disabled Veteran Business Enterprises (DVBE), is incentivized with bid price adjustments of up to 5%, and the Contract requires full disclosure and tracking of DVBE subcontractor involvement.
