The Contractor is engaged to replace the existing kitchen hood fire extinguishing system at Pelican Bay State Prison in Crescent City, California, with a new UL300-compliant fire suppression system across eleven buildings while decommissioning three existing hood systems. All services are compensated under a lump sum structure outlined in Exhibit B-1 of the Public Works Rate Sheet, which encompasses all labor, insurance, bonds, licenses, travel, per diem, materials, non-consumable supplies, equipment rental, transportation, and training of key CDCR personnel. The total estimated contract value is $2,429,828.00, and the award will be made to the lowest responsible bidder meeting all requirements under a Lowest Price Technically Acceptable (LPTA) basis, with tie-breakers based on highest discount percentage and, if necessary, a public drawing. Work must be performed on-site at the prison facility, with no FOB terms specified, and performance is initiated upon issuance of a Notice to Proceed, subject to milestone-driven scheduling and completion of all close-out activities no later than 15 days before final inspection. The Contractor is responsible for full installation, testing, commissioning, and documentation of all systems in compliance with the California Electrical Code, ANSI/NETA, NFPA, OSHA, and other referenced standards, including a five-day operational verification period. All work must adhere to strict security protocols, including background checks via CLETS, mandatory gate clearances, prohibitions on electronic devices unless pre-approved and deactivated, and restrictions on personnel attire to avoid resemblance to inmate clothing. Only individuals aged 18 or older with proper clearance may enter the secure perimeter, and all personnel are subject to strict drug-free workplace policies and employment eligibility criteria excluding those with recent parole, probation, or certain criminal convictions, including sex offenders registered under Penal Code §290. The Contractor must submit detailed lists of all personnel, comply with DVBE and small business participation requirements, and provide proof of subcontractor certifications and payments via STD 817 forms. Changes to the scope require a written Change Order, and the State may terminate for convenience with 30 days’ notice or immediately for cause, with termination for contractor-caused delays ineligible for compensation.
