CALIBRATING GAS MIXTURE

This contract is for the procurement of a Calibrating Gas Mixture, specifically Nitrogen Dioxide (NO2) at 5 ppm balanced with nitrogen, supplied as a 33.0 cubic foot cylinder containing 58 liters by Honeywell International Inc, part number 600-0055-000. The item is classified as a Commercial Off the Shelf (COTS) product with a unit of issue as each (EA), and only one unit is required. Delivery is mandated within five days of award, FOB destination, to the Naval Medical Readiness Logistics Command at Williamsburg, Virginia, with strict instructions to avoid parcel post and use the fastest traceable means of shipment. The gas is categorized as a compressed gas under Hazard Class 2.2 with UN ID UN1956, and all packaging and labeling must conform to MIL-STD-290H, MIL-STD-129R, and MIL-STD-2073-1E, with special marking code 32 indicating Type I shelf life. Original manufacturer packaging is required, and repackaging is prohibited. The contract imposes stringent hazardous materials controls, including mandatory submission and prior approval of Safety Data Sheets and OSHA Hazard Warning/Product Labels by technical personnel, with approved copies to be retained in the contract file and forwarded to the DLA Aviation HMIRS Office (VBA). Mercury or mercury-containing compounds are strictly prohibited from being added to or coming into direct contact with the supplied hardware, except for functional uses in batteries, fluorescent lights, required instruments, sensors, controls, weapon systems, or NAVSEA-specified chemical reagents; portable devices containing mercury must be shockproof and have a secondary containment barrier per NAVSEA 5100-003D. Sampling must adhere to MIL-STD-1916 or ASQ H1331 Table 1 with zero non-conformances required for acceptance, and unspecified attributes are treated as major. The solicitation is governed by the DLA Master Solicitation for Automated Simplified Acquisitions Revision 105 and incorporates numerous FAR and DFARS clauses including 52.246-2 for destination inspection, 252.204-7012 for safeguarding defense information, and 252.225-7001 for Buy American provisions.
