AI Contract Overview
The City of Cartersville, Georgia, has issued a solicitation (PE-60899-NONST-2026-000000074) seeking proposals from qualified firms to design, supply, and install playground equipment at Founders Oak Park, a new pocket park developed as part of the City Hall redevelopment project. The playground is intended as a tribute to the historic Founders Oak Tree and is to provide an inclusive, thematic play environment reflecting the oak tree’s legacy. The scope includes the entire process from conceptual design—featuring a tower-style play structure inspired by the tree—to the installation of age-appropriate equipment and compliant rubberized surfacing. Vendors must coordinate closely with City Hall construction activities, with installation scheduled during months 13 to 16 of the overall redevelopment project (approximately May to August 2027). The project must adhere to ASTM, CPSC, and ADA standards to ensure safety, accessibility, and durability. Proposals are to be submitted as sealed physical packages by June 1, 2026, including one printed copy and one digital copy on a USB drive, clearly marked with the RFP title. The City emphasizes a best overall value approach for award, balancing design creativity and theme integration (35%), play value and inclusivity (25%), equipment quality and durability (20%), and cost (20%). This multi-factor evaluation prioritizes creative design and community impact over lowest price. No socioeconomic set-asides or federal acquisition clauses are included, and the contract is expected to be firm-fixed-price. Inspection and acceptance will occur on-site at Founders Oak Park with shared oversight between the City and vendor, ensuring compliance with design, safety, and accessibility requirements. The City retains the right to reject any or all proposals and to select the proposal which best serves its interests. Contact information is provided for further questions, with Freddy Morgan serving as the primary point of contact.

Full Description
The playground will serve as a tribute to the historic Founders Oak Tree, which was planted when the city was founded more than 175 years ago. While the tree has reached the end of its life and must be removed for safety reasons, the City intends to honor its legacy by transforming the space into a welcoming park for families and children.
The selected firm will help create a unique playground experience inspired by the character and legacy of the oak tree while providing an engaging and inclusive play environment for the community.
