Catering Service

The Department of National Defence is seeking a private sector provider to deliver daily catering services to approximately 20 members of the Ceremonial Guard Band at the Citadel of Québec from May 19 to September 1, 2026. The contract requires the provision of three hot and cold meals per day—breakfast at 7:30 a.m., lunch at 12:00 p.m., and supper at 5:00 p.m.—seven days a week, including weekends and statutory holidays, with strict adherence to detailed nutritional specifications including precise portion sizes, ingredient requirements, and preparation methods. All food must be transported in clean, odor-free vehicles using biodegradable disposable packaging and utensils, and meals must be delivered directly to DND facilities at the Citadel. The contract has a hard ceiling value of $210,000, with pricing submitted by offerors in a lump-sum format without itemized quantities, and payment is contingent upon successful inspection and acceptance by the Government. The award will be made based on the Lowest Price Technically Acceptable (LPTA) method, where compliance with all technical requirements is mandatory before price becomes the sole deciding factor. The contract includes a one-year irrevocable option to extend performance under identical terms and pricing, exercisable by written notice at least 90 days prior to expiration. All services must be delivered in French, and contractors are subject to comprehensive compliance requirements including adherence to the Conflict of Interest Act, the Values and Ethics Code for the Public Service, and prohibitions against forced labor and contingency fees. Contractor personnel and vehicles must undergo registration and inspection upon entry to DND sites, with no access to interior buildings permitted without escort. The offeror must certify compliance with food safety norms, environmental standards under ISO 21067-1:2016, and proper accounting practices, while maintaining machine-readable financial records for audit. While no formally designated COR or COTR is named, invoice submission must be made electronically to a designated DND address, and the contractor is responsible for all insurance, permits, and operational costs. The solicitation does not require UEI, CAGE codes, or socioeconomic certifications, nor does it mandate naming key personnel, but affirmative responses regarding former public servant pension or lump-sum payments trigger mandatory disclosures.
