Solicitation W91QVP-26-AS27-CATERING is a firm-fixed-price contract for turnkey catered meal services supporting Exercise Angkor Sentinel 27 in Kampong Speu, Cambodia. The contractor is required to provide breakfast, lunch, and dinner for U.S. and Cambodian participants at the Multinational Peacekeeping Force Training Center from February 13 to February 26, 2027. All services must comply with AR 30-22, the Tri-Service Food Code, and Cambodian national food safety and labor laws. A critical requirement for award eligibility is the Food and Water Risk Assessment (FWRA), which will take place between November 10 and November 13, 2026. Vendors must provide facility details and proposed timelines by November 2, 2026, and allow government personnel to inspect cooking facilities, water sources, and sanitation procedures. Proposals must be submitted in PDF format, with the pricing sheet in Excel, to the designated points of contact by November 20, 2026, at 1300 Hawaii Standard Time. Eligible offerors must maintain active SAM registration, a CAGE code, and WAWF enrollment for payments in U.S. Dollars, and must provide a price estimate for Defense Base Act insurance. Award will be based on a comparative evaluation of price and other factors, including the vendor's ability to meet safety and sanitation requirements.
