CATS Boiler and Chiller Maintenance and Repair Services

The City of Charlotte is soliciting proposals for RFP 269-2027-1769 to secure comprehensive preventative maintenance, repair, and optimization services for boiler and chiller systems at various Charlotte Area Transit System (CATS) facilities. The scope of work includes routine scheduled maintenance, 24-hour emergency repairs, new equipment installations, and a full condition assessment of existing systems. The selected vendor must provide certified technicians with EPA Section 608 and NATE certifications, as the equipment includes proprietary brands such as Trane, Pulse, Aalon, Carrier, and Lochinvar. Additionally, the contractor is required to provide annual refresher training for CATS staff on Johnson Controls HVACR systems and submit detailed daily and monthly performance reports. The contract is anticipated to commence on January 1, 2027, with a maintenance schedule consisting of 6-month, 12-month, and 24-month service intervals. Proposals will be evaluated based on the vendor's qualifications, experience, cost-effectiveness, and acceptance of the City's contract terms. Mandatory requirements include being licensed and insured in North Carolina, adhering to non-discrimination and E-Verify policies, and committing to the use of City Certified Small Business Enterprises. All submissions must be uploaded via the Bonfire procurement portal by October 15, 2026, and must include a detailed pricing sheet covering a three-year initial term, hourly labor rates for various shifts, and material markups. All work performed is subject to a minimum one-year warranty from the date of final acceptance.
